Labour Market Information and Skills for Transformation for Labour Market Flexibility Project – International Bank for Reconstruction and Development – Loan Number 9636-ID

The Government of the Republic of Indonesia has received financing from the World Bank toward the cost of Labour Market Information and Skills for Transformation for Labour Market Flexibility (LISTRAF) and intend to apply part of the proceeds for consulting services.

The Consulting services (‘The Services”) include (i) The preparation phase consists of coordinating the work with all relevant parties (ii) Data Collection With mixed methods, the consultant will use quantitative and qualitative data collection, as well as infrastructure and site surveys (iii) Analysis In line with the data collection methods, in this stage the consultant subsequently will conduct analysis by means of mixed methods including quantitative and qualitative approaches, as well as infrastructure and facilities assessments (iv) Prepare a Master Plan for each of the 43 (forty-three) BPVPs based on the assessment results, recommendations, and strategic planning for BPVP transformation. The duration of the assignment is expected to be around 12 (twelve) months. The total estimated level of effort is about 96 (ninety-six) professional staff months. The Minister of Manpower now invites eligible consultant firms (“Consultants”) to indicate their interest in providing the services. They shall submit the Expression of Interest (EOI) demonstrating that they have the required qualifications and relevant experience to perform the services, i.e presenting the consultant/firm profile, the legality of consultant/firm, description of similar assignment on the last 10 (ten) years (the information shall be completed with the assignment title, assignment location, name of employer, type of services provided, period of work (start and completion dates), and contract value, as evidenced by the Contract Agreement and the Handover Certificate).

The shortlisting criteria are relevant experience of the firms in:

  • Policy and Institutional Development Review: Experience in conducting reviews of policies, regulations, and institutional frameworks in the vocational training sector, including assessments of institutional readiness and the adoption of best practices from international policies or standards.
  • Labor Market and Training Program Analysis: Experience in analyzing training needs, occupational mapping, and labor market projections based on competencies, education levels, and demographic trends; as well as preparing recommendations for vocational training program development, including green jobs and future jobs.
  • Assessment of Infrastructure, Facilities, and Training Access: Experience in assessing training infrastructure, facilities, and equipment, including evaluation of Area Development Plans and Detailed Engineering Designs (DED), as well as assessments of training access (transportation, cost, and distance learning). Experience in green building certification (e.g., EDGE) is also required.
  • Mapping of Instructors, Training Personnel, and Industry Partnerships: Experience in mapping the needs and capacities of instructors and training personnel, both from within training institutions and through industry partnerships, including professional development through training and certification, and implementation of dual/co-teaching schemes.
  • Integration of Gender, Social Inclusion, and Technology-Based Analysis: Experience in applying principles of gender equality and social inclusion in vocational training, particularly for vulnerable groups such as persons with disabilities; and in using technology-based data analysis tools (e.g., Stata, PLS-SEM, ATLAS, etc.).

Consultant firm may associate with other firms in the form of a joint venture or sub-consultant/firm to enhance their qualification. For the purpose of shortlisting, the qualifications of sub-consultants will not be considered in the EOI evaluation. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The Consultant is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank of the Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Expression of interest should be submitted through the electronic procurement system (SPSE) latest by July 15th, 2025 at 16.00 WIB/ Western Indonesian Time (GMT+7)
