The Government of Indonesia has received financing in the amount of US$ 15,870,200 equivalent from the World Bank toward the cost of the Global Environment Facility Indonesia Sustainable Cities Impact Project, and it intends to apply part of the proceeds to payments for goods, non-consulting services, and consulting services to be procured under this project.
The project will include the following components:
Component 1: Integrated Spatial Planning and Urban Management
Strengthening national sustainable urban planning documents to mainstream environmental considerations and enhance climate change and biodiversity outcomes. Supporting area/corridor-based planning at the city level through, inter alia: (a) developing enhanced modules that incorporate climate change and environmental considerations in the capital investment planning framework at the area/corridor level; (b) assessing whether proposed capital investments are affected by risks and will contribute to climate and environmental benefits; (c) carrying out strategic environmental assessments for the Participating Cities; (d) capacity building of local governments and local urban planners; and (e) promoting integration of community level planning tools and approaches.
Component 2: Catalyzing Integrated Investment in Priority Areas
Supporting Participating Cities to prepare city-specific investments within priority corridors and areas to boost global environmental benefits related to biodiversity and climate change, through, inter alia, feasibility studies, sectoral readiness criteria, detailed engineering designs, environmental and social impact assessments, and biodiversity reports.
Component 3: Piloting Innovative Financing Approaches and Instruments
Supporting (a) the capacity building of local governments of Participating Cities to access alternative sources of finance for environmentally friendly investments, and (b) self-assessment of credit risk and creditworthiness of local governments of Participating Cities.
Component 4: Policy Dialogue and Knowledge Management
Developing and strengthening stakeholder engagement to promote environmentally friendly behavioral change in the public through a series of policy dialogue and knowledge exchange events.
Component 5: Project Management
Providing technical and operational assistance to support Project implementation, including on technical, fiduciary, procurement, and environmental and social matters, as well as monitoring and evaluation, and reporting aspects.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers Fourth Edition November 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website, https://spseicb.lkpp.go.id and https://www.bappenas.go.id/lelangdetail/1.
