Assignment Title: Environmental Safeguards Specialist

The Government of Indonesia through the Ministry of National Development Planning/National Development Planning Agency (Bappenas) has received financing from the World Bank toward the cost of the Global Environment Facility Sustainable Cities Impact Project (GEF-SCIP) and intends to apply part of the proceeds for consulting services.

The individual consultant services include but not limited to:

  • Serving as focal point for environmental risk management related to the Project, including in maintaining communication between World Bank, PMU, PIUs, local governments, relevant ministries, and any participating stakeholders, e.g. consultants, communities, academicians, non-governmental organizations;
  • Ensuring that all environmental safeguards aspects as stated in the ESMF, ESCP, and SEP are properly integrated into project planning, implementation, and procurement packages.
  • Working closely with PMU to advise PIUs and relevant stakeholders on environmental impacts and risks management associated with SCIP activities;
  • Ensuring relevant stakeholders are informed about issues relating to implementation of SCIP environmental risk management and providing support as needed;
  • Developing plan and materials for capacity building and delivering trainings on environmental risk management or safeguards for all SCIP personnel and relevant stakeholders;
  • Continuous monitoring and maintaining records on the environmental safeguards’ performance of all PIUs in accordance with the ESMF and ESCP indicators;
  • Conduct periodic assessments, supervision, and visits (at least semi-annually) to ensure compliance, mitigation measures, and propose necessary remedies;
  • Preparing reports covering all environmental safeguards aspects of the Project;
  • Carrying out any other duties as recommended by the PMU that contribute to achieving the environmental safeguards aspects of the SCIP.

The individual consultant services are expected to start in April 2024 and performed over a period of 21 months. Further detailed Terms of Reference (ToR) for the assignment can be found in the attachment.

The Directorate of Local Development at the Ministry of National Development Planning/National Development Planning Agency (Bappenas) now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Bachelor’s degree in the field of environmental sciences, environmental management, environmental engineering or other relevant fields, preferably with advanced training on environmental risk management and environmental policies;
  • At minimum five years of substantial experience in providing advisory on issues related to environmental risk management as practiced in Indonesia;
  • Demonstrable skill in environmental impact assessments, especially research instruments both qualitative and quantitative;
  • Extensive knowledge of the World Bank Environmental and Social Framework (ESF), guidelines, and procedures on environmental risk management, preferably in the context of development and spatial plan projects, and the prevailing Government of Indonesia’ regulations and legal framework governing environmental risk management;
  • Experience working in government and/or donor-funded projects and institutions would be an advantage;
  • Excellent communication and reporting skills in Bahasa Indonesia and English are required, with ability to utilize office tools (e.g., Microsoft Words, Excel, PowerPoint, or similar applications).

The selected individual consultant will be based in the Jakarta (Indonesia) office.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

TERMS OF REFERENCE

GLOBAL ENVIRONMENT FACILITY –

SUSTAINABLE CITIES IMPACT PROJECT

(GEF – SCIP)

ENVIRONMENTAL SAFEGUARDS SPECIALIST

  • PROJECT BACKGROUND

It is estimated that by 2045, around 67.1% of Indonesia’s population will live in urban areas – compared to current data i.e., about 53% of the population live in urban areas. The increase or expansion of urban areas would have negative effects on environmental sustainability and climate change, which results in the loss of biodiversity, which is important for human survival, and degradation of the quality of living. Thus, appropriate development planning effort and responsive activities are needed towards this strategic issue.

The Global Environment Facility – Indonesia Sustainable Cities Impact Project (GEF–SCIP) (“the Project”) is financed by the GEF Trust Fund via World Bank (Grant Agreement TF0B8114) with objective to integrate biodiversity and climate-smart management in the preparation of development plans and priority capital investments of participating cities[1]. The Project will provide input for the strategic tasks and functions of the Ministry of National Development Planning/Bappenas, especially in the preparation of the National Medium-Term Development Plan, National Long-Term Development Plan, and related spatial plans. The five Participating Cities are DKI Jakarta, Semarang, Palembang, Bitung, and Balikpapan. The Project is carried out over a five-year period from 2023 to June 30, 2027.

This Project is expected to support the implementation of RPJMN 2020-2024, particularly for National Priority 2: Regional Development to Reduce Inequality to Ensure Equal Distribution, National Priority 6: Improving the Environment, Increasing Disaster and Climate Change Resilience, as well as several Major Projects, e.g. Development of Metropolitan Area (Palembang), Coastal Protection in five Cities at Northern Java Coast (Semarang and DKI Jakarta), Improvement on the Access on Drinking Water Pipeline, Improvement on the Access on Improved and Safely Managed Waste Water Sanitation. The Project is expected to improve the quality of urban planning and governance with an integrated and sustainable approach which will be implemented under five components, as follows:

Component 1 – Integrated Spatial Planning and Urban Management

  • Strengthening national sustainable urban planning documents to mainstream environmental considerations and enhance climate change and biodiversity outcomes.
  • Supporting area/corridor-based planning at the city level through, inter alia: (a) developing enhanced modules that incorporate climate change and environmental considerations in the capital investment planning framework at the area/corridor level; (b) assessing whether proposed capital investments are affected by risks and will contribute to climate and environmental benefits; (c) carrying out strategic environmental assessments for the Participating Cities; (d) capacity building of local governments and local urban planners; and (e) promoting integration of community level planning tools and approaches.

Component 2 – Catalyzing Integrated Investment in Priority Areas

  • Supporting Participating Cities to prepare city-specific investments within priority corridors and areas to boost global environmental benefits related to biodiversity and climate change, through, inter alia, feasibility studies, sectoral readiness criteria, detailed engineering designs, environmental and social impact assessments, and biodiversity reports.

Component 3 – Piloting Innovative Financing Approaches and Instruments

  • Supporting: (a) the capacity building of local governments of Participating Cities to access alternative sources of finance for environmentally friendly investments; and (b) self-assessment of credit risk and creditworthiness of local governments of Participating Cities.

Component 4 – Policy Dialogue and Knowledge Management

  • Developing and strengthening stakeholder engagement to promote environmentally friendly behavioral change in the public through a series of policy dialogue and knowledge exchange events.

Component 5 – Project Management

  • Providing technical and operational assistance to support Project implementation, including on technical, fiduciary, procurement, and environmental and social matters, as well as monitoring and evaluation, and reporting aspects.

Bureau of Planning, Organization, and Governance (“Renortala”) of the Ministry of National Development Planning/Bappenas is the Executing Agency of the Project and serve as the Project Management Unit (PMU) that is responsible for the Component 5, particularly to coordinate, monitor, advice and facilitate the implementation of all components of the Project. Meanwhile, Directorate of Regional Development (“Dit. PD”) will carry out its tasks as PIU for the Component 4 as well as Project co-chair that support PMU to engage stakeholders and mainstream sustainable cities development through policy dialogue and capacity building.

Under Component 4, Dit. PD will support management of environmental risks and impacts from the Project, in compliance with Environmental and Social Management Frameworks (ESMF), Environmental and Social Commitment Plan (ESCP), and Stakeholder Engagement Plan (SEP), through provision of an individual consultant acting as Environmental Safeguards Specialist.

  • SCOPE OF SERVICES

The Environmental Safeguards Specialist will focus on providing oversight on environmental safeguards as well as capacity building for personnel of PIUs in order to ensure that SCIP activities are in compliance with Project Operations Manual, ESMF, ESCP, SEP, World Bank’s standards, and prevailing laws and Government of Indonesia regulations. The Specialist will also provide ongoing support to PMU and its Project Management Support Consultants in ensuring proper application of ESMF, ESCP, and SEP. Specific responsibilities are detailed in the scope of service as follows:

  • Serving as focal point for environmental risk management related to the Project, including in maintaining communication between World Bank, PMU, PIUs, local governments, relevant ministries, and any participating stakeholders, e.g. consultants, communities, academicians, non-governmental organizations;
  • Ensuring that all environmental safeguards aspects as stated in the ESMF, ESCP, and SEP are properly integrated into project planning, implementation, and procurement packages.
  • Working closely with PMU to advise PIUs and relevant stakeholders on environmental impacts and risks management associated with SCIP activities;

  • REQUIRED CONSULTANT INPUTS OR DELIVERABLES
  • Clear proposed monthly work-plan to deliver the scope of services;
  • Review and updated safeguards documents based on recommendations of the World Bank and PMU;
  • Materials for capacity building and training on environmental safeguards and GRM;
  • Monthly environmental safeguards analytical report to be submitted to the PMU;
  • Environmental safeguards report as regularly required by the World Bank.
  • COORDINATION AND REPORTING

The Environmental Safeguards and GRM Specialist will work in a close coordination with Renortala as PMU, provide day-to-day consultancy, and he/she will provide technical inputs, as needed, throughout the consultancy. The specialist will coordinate with Dit. PD as PIU of Component 4 in regard with training plan and materials.

Required administrative report of consultancy, reporting schedule, and service payment will be arranged under PPK PPN II Required evaluation inputs of the specialist’s performance will be conducted by the PMU and the PIU of Component 4.

  • INDIVIDUAL CONSULTANT QUALIFICATIONS

The Environmental Safeguards Specialist should have qualifications, as follows:

  • Bachelor’s degree in the field of environmental sciences, environmental management, environmental engineering or other relevant fields, preferably with advanced training on environmental risk management and environmental policies;
  • At minimum five years of substantial experience in providing advisory on issues related to environmental risk management as practiced in Indonesia;

  • GENERAL GUIDELINES
  • Office Equipment

The consultant should provide his/her own office equipment, e.g. working laptop, software.

  • Existing Reports and Data

The consultant shall, in the performance of its duties, take full account of official documents, reports, data and information relating to the Project. He/she will be responsible for its confidentiality and does not have the right to retain any information considered confidential after the completion of the Project. Any collected data and information should be completely handed over to the PMU.

  • Conflict of Interest

The consultant is expected to adhere to the Conflict-of-Interest provisions as stipulated in The World Bank Procurement Regulations for IPF Borrowers, Fourth Edition November 2020, pertaining to Goods, Works, Non-Consulting, and Consulting Services in Investment Project Financing.

  • IMPORANT UNDERTAKINGS
  • Project Information and Guidance

The PMU and PIU of Component 4 will provide or facilitate the consultant with relevant and important information or guidance to ensure effective consultancy services. However, it will not cover all details of information or directives which should be carried over as responsibility of the assigned consultant.

  • Appointment of Officials

PMU and PIU of Component 4 will appoint counterpart staffs or representatives as may be necessary for supervising the effective implementation of the consulting services.

  • Taxes and Duties

The consultant shall comply with the prevailing Government regulation on taxes, customs, and duties which are in effect on the date of signing of the consultancy services contract.

  • CONTRACT, DURATION, AND LOCATION

The Specialist will be contracted in conformity with the qualification and requirement for full-time based, for 21 (twenty-one) months based on annual performance evaluation. The appointment may be extended until the project’s closing date in June 2027, contingent on satisfactory performance and budget availability. The Specialist will be based in Jakarta, Indonesia and as scheduled or requested will frequently travel to the Participating Cities. The embedded costs for traveling and accommodation will be provided in accordance with the prevailing laws and regulations of the Government of Indonesia.

  • BUDGET AND SOURCE OF FUNDING

The GEF-SCIP is funded by GEF’s grant through World Bank administration - TF0B8114. Dit. PD - PPK PPN II will administer the fund for this consultancy.
