The Government of Indonesia has received financing from the World Bank toward the cost of the Indonesia Disaster Resilience Initiatives Project (IDRIP).
As part of the preparation to improve preparedness in facing disasters, Pusat Pengendalian Operasi Penanggulangan Bencana has prepared the construction management for Pusdalops. This construction management will supervise the construction of the facilities and infrastructure of Pusdalops, which would be implemented in Central (Jakarta), 34 units of Province BPBD, 30 units of Regional (Regency/City) BPBD, and 2 units of Regional Pusdalops.
Pusat Pengendalian Operasi Penanggulangan Bencana intends to proceed with hiring consulting services, with purpose to supervise the construction of the state building to ensure the process is carried out by the Contractor is following the protocol and regulation, and to ensure the implementation of the management of environmental and social risks and impacts based on Environmental and Social Management Framework (ESMF) Guidelines. The supervision shall prioritizing the quality assurance, economical aspect, operational feasibility, and zero accidents on construction with the concepts of smart buildings, green buildings, healthy and hygienic buildings, and safe buildings.
To realize the aims and objectives of the activity, the scope of works that will be carried out including:
1) Preparation stage, including reviewing the technical planning design of the construction of the facilities and infrastructure of Pusdalops
2) Demolish stage, including assisting the employer on supervise the demolition process
3) Planning stage, including planning of implementation stage, review design and tender document
4) Tender process, assisting the tender process of the construction
5) Implementation stage, supervising the construction process of the facilities and infrastructure of Pusdalops
The consultant will be assigned for approximately 15 (fifteen) months.
The Pusat Pengendalian Operasi Penanggulangan Bencana, National Disaster Management Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Interested consultants must provide sufficient description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates), and availability of appropriate skills among permanent staff, etc. which covers such following information:
1. Have successfully completed contracts of similar nature, value, and complexity in the same field of experience in the last 5 years;
2. Availability within the firm of permanent (i.e. in the firm’s regular payroll) experts/professional staff relevant to the assignment. The consultant may add list of each experts but expert qualification will not be evaluated at the shortlisting stage;
3. Provide a statement indicating that consultants have not been involved in any fraud or corruption activities and that no remedial action has been taken against the consultant by any contracting authority or donor national nor international as result of fraud and corruption.;
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants are not allowed to associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
