| (1)The Sr.General Manager, Heavy Vehicles Factory, Avadi, Chennai (India) on Behalf of the President of India, Invites Bids in electronic form under Two Bid System (First Part Technical Bid, Second Part - Price Bid) for CNC HORIZONTAL BORING AND MILLING MACHINE (OPPOSED COLUMN IN DUPLEX ARRANGEMENT) (2) This is e-Tender and bidding will be by e-procurement system. Electronic offers submitted online through e-procurement portal will only be considered. The details regarding participation in this Tender for bidding through Electronic Mode like system requirement, vendor enrolment, obtaining digital signature, Terms & Conditions etc. are available on our web site https://ofbeproc.gov.in. Tender documents will not be issued from this office. Vendors should submit / upload their Technical and Commercial offers online only. (3)Manual offers are not acceptable. (4)To participate in the above e-Tender firm will have to obtain Class III digital signature certificate. It is also mandatory for all firms to get enroll under vendor enrollment with Heavy Vehicles Factory, Avadi, Chennai on the e-procurement portal (https://ofbeproc.gov.in) for participating in e- Tender. (5)EMD of Rs. 50,00,000/ USD 68,918/ EURO 61,395 shall be in favour of Sr. General Manager, Heavy Vehicles Factory, Avadi, Chennai-600 054 payable at Chennai. (6)EMD in the form of Fixed Deposit or Bank Guarantee from any of the commercial banks in specified format valid for 45 days beyond the period of validity of offer has to be submitted in physical form (Original) on or before the Tender Opening date. In case EMD not received at Heavy Vehicles Factory, Avadi, Chennai on or before Tender Opening Date the offer will be summarily rejected without technical evaluation. Payment through cheque will not be entertained. (7)EMD is exempted for those Bidders who are registered with Micro and Small Enterprises (MSEs) as defined in MSE Procurement Policy issued by Department of Micro, Small and Medium Enterprises (MSME) or are registered with the Central Purchase Organization or the concerned Ministry or Department or Startups as recognized by Department of Industrial Policy & Promotion (DIPP) for similar Plant & Machinery on submission of valid certificates on or before tender opening date and upload the same. The copy of the EMD exemption certificate is also to be sent through email hvfeo.ofb@ofb.gov.in on or before tender opening date. (8)Scanned copy of EMD is to be uploaded along with the offer The following documents are enclosed for submission of tenders: i. Instructions to Tenderers (PART-I), ii. Technical Specification all technical data including drawings etc. As necessary (PART-II), iii. Standard Conditions of contract (PART-III), iv. Special Terms &Conditions (PART-IV), v. Evaluation Criteria (PART-V), vi. Format for EMD bank guarantee (APPENDIX-H) vii. Format for Performance Bank Guarantee (APPENDIX-I) viii. Format for Warranty Bond (APPENDIX-K) xi. Manufacturers Recommended Spare List (MRLS) Note: 1) Tenderers are requested to read the enclosed Part-I, Part-II, Part-III, Part-IV & Part-V carefully before submitting offer. 2) Tender documents are not transferable; 3) Purchaser reserves right to cancel the NIT/TE without assigning any reason. 4) All amendments to tender like extension of tender opening date etc. will be available only on website https://ofbeproc.gov.in 5)CORRIGENDUM, if any, to this NIT will be hosted in the website only. | |||
