(1) The Sr.General Manager, Heavy Vehicles Factory, Avadi, Chennai(India)on Behalf of the president of India, Invites Bids in electronic form under Two Bid System (First Part-Technical Bid, Second Part - Price Bid) for CNC VERTICAL TURNING & BORING MACHINE (2) This is e-Tender and bidding will be by e-procurement system. Electronic offers submitted online through e-procurement portal will only be considered. The details regarding participation in this Tender for bidding through Electronic Mode like system requirement, vendor enrolment, obtaining digital signature, Terms & Conditions etc. are available on our web site https://ofbeproc.gov.in. Tender documents will not be issued from this office. Vendors should submit / upload their Technical & Commercial offers online only. (3) Manual offers are not acceptable. (4) To participate in the above e-Tender firm will have to obtain Class III digital signature certificate. It is also mandatory for all firms to get enroll under vendor enrollment with HVF under P&M category and shall obtain User ID & password. To enroll with HVF please contact HVF e-procurement cell (Engineering office section, 044 2684 3610, hvfeo.ofb@ofb.gov.in) (5) EMD for amount of Rs. 15,38,360.00 / USD 21483 / EURO 19249 shall be in favour of Sr.General Manager, Heavy vehicles Factory Avadi, Chennai-600 054 payable at Chennai. (6) The EMD in the form of account payee Demand Draft (e-MRO) or Bankers cheque or Fixed Deposit or Bank Guarantee from any of the public sector banks in specified format valid for 45 days beyond the period of validity of offer has to be submitted in physical form (Original) on or before the Tender Opening date, failing which your offer will be summarily rejected without technical evaluation. Payment through cheque will not be entertained. (7). EMD is not required to be submitted by those Bidders who are registered with Micro and Small Enterprises (MSEs) as defined in MSE Procurement Policy Department of Micro,Small and Medium Enterprises (MSME) or are registered with Ordnance Factories or the Central Purchase Organisation or the concerned Ministry or Department or Startups as recognized by Department of Industrial Policy &Promotion (DIPP)for similar Plant & Machinery. (8) Scanned copy of EMD is to be uploaded along with the offer. Firm registered as per Sl No.7 for similar Plant & Machinery have to submit/upload valid certificate for exemption of EMD. The following documents are enclosed for submission of tenders: i. Instructions to Tenderers (PART-I), ii. Technical Specification all technical data including drawings etc. as necessary (PART-II), iii. Standard Conditions of contract (PART-III), iv. Special Terms &Conditions (PART-IV), v. Evaluation Criteria (PART-V), vi. Format for EMD bank guarantee (APPENDIX-H) vii. Format for Performance Bank Guarantee (APPENDIX-I) viii. Format for Pre-Integrity Pact. (APPENDIX-J) ix. Format for Warranty Bond (APPENDIX-K) x. Manufacturers Recommended Spare List (MRLS). xi. Format for LC to FOB suppliers. (APPENDIX-L) xii. Format for LC to Indian Suppliers.(APPENDIX-M) Note: 1) Tenderers are requested to read the enclosed Part-I, Part-II, Part-III, Part-IV & Part-V carefully before submitting offer. 2) Tender documents are not transferable.
