  • The Department of School Education (DoSE), Government of Assam (GoA) has applied for financing from the World Bank toward the cost of the Assam: School Education and Adolescent Wellbeing Project (ASAP) and intends to apply part of the proceeds for consulting services.
  • The “Services” include supporting the DoSE in establishing a coherent, data-driven governance platform, Shiksha Setu, for all core governance functions, including identity and registry services, attendance and transfers, personnel management, financial flows, and school infrastructure, while enabling secure, standards-based interoperability with agile academic support layers and third-party innovations.
  • The Samagra Shiksha Axom, DoSE, invites eligible consultant firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

Experience of the Firm

(i) Minimum 5 years’ experience in India in World Bank-assisted projects or other State/ Central/Multilateral Financial Institution-funded projects.

Note: Consortiums, Joint Ventures, Subletting and Outsourcing of work is not permitted.

  • Brief organization profile, including year of establishment.
  • List of relevant assignments over the last 5 years, including project title, duration, scope, contract value (firm’s share), client reference, and supporting documentation.
  • Copy of Certificate of Incorporation; Valid GSTIN No. and copy of Registration Certificate; Bidder PAN details

(ii) The firm should be a CMMI Level 3 certified organization or higher for software development services. The certificate should be valid as on the date of bid submission.

  • CMMI Certification Issued by Information Systems Audit and Control Association (ISACA)

(iii)  The firm should have minimum two years of demonstrable experience in designing, developing, and implementing digital solutions for education systems at national or sub-national levels. This should include:

  • development of digital platforms supporting education or similar administration, monitoring, academic management, and school/teacher/student data systems,
  • development of analytics dashboards for data-driven decision making,
  • integration with multiple government databases through APIs,
  • experience in digitising academic and administrative processes, supporting assessment or learning management tools,
  • conducting capacity building and system orientation for education department stakeholders,
  • experience in implementing a large-scale AI-enabled education platform (such as attendance or student monitoring) for a State/Central Government or PSU, covering a system commensurate with large government school systems (serving at least 25 lakh beneficiaries).

Completed minimum 2 projects of similar nature in the last 3 years (i.e. financial years 2022-23, 2023- 24 and 2024-25).

Note: Work order should be at least 2 years old

Staff Experience and Qualifications

The firm should demonstrate the capacity to deploy a qualified multidisciplinary team comprising experts in education technology systems architecture, large-scale data platforms and analytics, artificial intelligence and machine learning applications in education, software engineering and platform development, cybersecurity and data privacy compliance, cloud infrastructure and systems integration, and capacity building and change management, to support the design, development, integration, deployment, and institutionalisation of the Shiksha Setu platform as detailed in the ToR.

The proposed team of experts should preferably have experience with Multilateral Development Bank / World Bank-funded projects as stated in the ToR.

Confirmation of availability of Team Leader + Key Experts with qualifications and relevant experience.

  • Confirmation regarding availability of resources with a summary of qualifications and project experience.
  • The firm shall submit a list of key personnel/experts already working on the payroll of the firm, along with proof certified by the firm and duly signed by an authorized signatory.

Note: Individual CVs not required at this stage. Only the list of relevant experts, and their specific experience with qualification in brief, may be given as per ToR.

Financial Capacity

(i) The firm should have an average annual turnover of at least INR 14 Crores from providing consulting services in Education Domain, in last 3 financial years (FY 2022-23, 2023-24 and 2024-25).

  • Audited financial statements for the last three financial years.
  • CA Certificate for the average annual turnover.

Note: In case the turnover on account of providing assessment, service is not mentioned separately in the audited financial statements, the bidder shall provide a certificate from Statutory Auditor/ Chartered Accountant stating the turnover from the above-mentioned services.

(ii) The firm should have a positive net worth in the last financial year, i.e. (FY 2024-25).

  • The firm shall provide a certificate from Statutory Auditor/ Chartered Accountant stating the net worth for the last financial year.

Debarment

The firm should not be debarred/ suspended by the World Bank or any other multilateral agency.

  • The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025, setting forth the World Bank’s policy on conflict of interest.
  • A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in Section VII, paragraph 7.3 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”).
