REQUEST FOR EXPRESSION OF INTEREST (REOI)

The Government of Himachal Pradesh has requested a loan from the World Bank towards the cost of the Resilient Action for Development and Disaster Recovery (READY-HP), and intends to apply a part of the proceeds of this loan to pay for the Consultancy Services.

The objective of the consultancy (“the Services”) is to engage Project Management and Technical Consultant (PMTC) to provide specialized engineering, advisory and implementation support to the PIU housed in HPJSV Shimla and FIU at different zones for the effective delivery of the READY-HP Project. The Management and Technical Consultant will be responsible for the following, but not limited to following:

• Design, implementation and O&M of the proposed water supply, sanitation and irrigation works by developing risk-informed Detailed Project Reports (DPRs) with integration hydrological, geotechnical, and environmental and social aspects, conducting comprehensive E&S screening including ESIA/ESMP, technical guidance to PIU/FIU during implementation with two-tier quality assurance; and Institutional Strengthening for Resilience with focus on developing robust Quality Management System, developing institutional capacity through structured training, knowledge products, and SOPs & establishing and operationalising the Resilience, Efficiency, and Safety–Quality (RES-Q) Cell and strengthening the Water and Sanitation Support Organization (WSSO) for developing frameworks, manuals, and training on risk-informed DPRs and resilient construction practices.
• To develop and operationalise robust project management frameworks, work scheduling tools, contract tracking systems, Procurement as per World Bank’s regulations, contract management, and financial management, etc. Oversee and facilitate bidding document preparation, tender evaluations, and consultant/contractor onboarding—to ensure fairness, transparency, value for money & fit for purpose. Ensure adherence to the Project’s Environment and Social Management that is based on the national and state legal framework, and also the World Bank’s Environment and Social Framework ESF, fiduciary, and integrity guidelines. Institutionalize good project management practices and digital monitoring tools for long-term resilience building. The objective is also to achieve agreed-upon project monitoring indicators within the stipulated time frame.

The duration of the services will be 60 months for the overall project with two phases, i.e. Phase I- 18 Months: DPR Development and Phase II- 42 Months: Technical Support and Supervision.

The Himachal Pradesh Jal Shakti Vibhag invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services described in REOI. Interested Consultants should provide information demonstrating that they fulfill the below mentioned qualifications and relevant experience to perform the Services:

The attention of interested Firms is drawn to paragraphs 3.14, 3.16, and3.17 of section III of the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications. Consultants shall clearly indicate the nature of the association in their EoI submission.

In the case of a Joint Venture:

• All partners shall be jointly and severally liable;
• The EoI must include a letter of intent or JV agreement, the names and nationalities of all partners, the lead partner, and confirmation of joint and several liabilities.

In the case of sub-consultancy arrangements:

• TheprimaryConsultantshallberesponsiblefortheentireassignmentandfortheperformanceofthe sub-consultants.

A firm may submit only one EoI: either individually, as a JV partner, or as a sub-consultant.. Participation in more than one submission may lead to disqualification.

All firms must meet the eligibility requirements under the World Bank Procurement Regulations, including those related to debarment, sanctions, and conflict of interest.

A Consultant will finally be selected in accordance with the Consultant Qualification-based Selection (CQS) method based on the criteria set out in the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025)
