• The Government of India has received the financing from the World Bank toward the cost of the West Bengal Inland Water Transport, Logistics and Spatial Development Project, and intends to apply part of the proceeds toward payments under the contracts for supply of 2 (Two) nos. of 100 Pax Capacity aluminium catamaran vessels to ply in Inland Waterways of West Bengal, for which this Invitation for Bids is issued.

• West Bengal Transport Infrastructure Development Corporation Limited now invites Bids from eligible Bidders for supply of 2 (Two) nos. of 100 Pax Capacity aluminium catamaran vessels to ply in Inland Waterways of West Bengal as detailed below. Bids are invited as below.

• Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "World Bank Procurement Regulations for IPF Borrowers Revised September 2023".

• The bidding document is available online on https://wbtenders.gov.in. Bidders will be required to register on the website (free of cost registration). The Bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

• For submission of the bid, the Bidder is required to have Digital Signature Certificate (DSC) from one of the authorized Certifying Authorities authorized by Government of India for issuing DSC. Aspiring Bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://wbtenders.gov.in.

• Bid Submission:
• Online Submission: Bids must be submitted online on https://wbtenders.gov.in on or before the deadline for submission of bids. The electronic bidding system would not allow any late submission of bids. Technical Bid and Financial Bid shall be submitted online as per instructions in the ITB and BDS.
• Physical Submission: Original documents related to (i) Bid submission acknowledgement and registration on e-procurement website (if not previously registered) (as per RFB); and (ii) original bid security in approved form, shall be submitted to the following address either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.

• It must be noted that Technical Bid and Financial Bid shall be submitted ONLINE ONLY.

• Bid Opening: ‘Technical Part’ of bids will be opened online at the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time.

• Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
