  • Government of Kerala has received financing from the World Bank towards the cost of the Kerala Solid Waste Management Project and intends to apply part of the proceeds of this credit to eligible payments under the contract for which this request for quotations is issued. The Kochi Corporation, Ernakulam District, Kerala invites quotations electronically from eligible bidders (Joint Ventures-JV not permitted) for construction of the following works:

  • This e-Procurement notice includes the following documents to facilitate preparation and submission of quotations, criteria for qualification, evaluation, and for award of contract; and relevant forms to be filled by the bidders. Implementing Agency (IA) has not issued a separate RFQ document for this purchase. The e-Procurement notice including the various documents and forms to be filled etc. can be downloaded free of cost by logging on to the website https://etenders.kerala.gov.in/nicgep/app. The bidders would be required to register on the website which is free of cost.

  • For submission of Quotation, the Bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of Kerala for issuing DSC. Bidders can see the list of licensed Certifying Authorities from the link www.cca.gov.in Bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://etenders.kerala.gov.in/nicgep/app
  • Quotations shall be submitted https://etenders.kerala.gov.in/nicgep/app on or before 15:00 hours on 27.01.2026. Any quotation or modifications to quotation received outside e- procurement system will not be considered. The electronic bidding system would not allow late submission of quotations. The quotations will be opened online at 15:30 hours on the same day, this can also be viewed by the bidders online. The electronic summary of quotation opening will be generated and uploaded online.
  • If the Implementing Agencies office happens to be closed on the date of opening of the quotations as specified, the quotations will be opened on the next working day at the same time.
  • A pre-bid meeting will be held on 12.01.2026. at 11.30 hours at Kochi Municipal Corporation, Ernakulam District to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting.
  • Validity of Quotation: Quotations shall remain valid for a period of 90 (Ninety) calendar days after the deadline (date) for submission. A quotation valid for a shorter period shall be rejected by the Employer as non-responsive.

In exceptional circumstances, prior to expiry of the original quotation validity period, the Employer may request the bidders to extend the period of validity for a specified additional period. The request and the responses thereto shall be made in writing or by e-mail. A bidder may refuse the request without forgoing its bid security. A bidder agreeing to the request will not be required or permitted to modify its quotation but will be required to extend the validity of its bid security for the period of the extension and in compliance with Clause 9 below, in all respects.

  • Bid Submission Fee (Tender Fee): The Bidder should pay a Bid Submission Fee (Tender Fee) of ₹2,625.00 (Rupees Two Thousand Six-hundred and Twenty-five only) online through e-procurement portal of the Government of Kerala as per instructions provided therein. Any quotation not accompanied by the Bid Submission Fee (Tender Fee) as notified shall be rejected by the Employer as non-responsive. Bid submission fee (Tender Fee) remitted will not be refunded.
  • Bid Security (Earnest Money Deposit-EMD): The Bidder should pay a Bid Security (Earnest Money Deposit- EMD) of ₹50,000.00 (Rupees Fifty Thousand only) online through e procurement portal of the Government of Kerala as per instructions provided therein. Any quotation not accompanied by the required Bid Security (Earnest Money Deposit- EMD) shall be rejected by the Employer as non-responsive.

The Bid Security (Earnest Money Deposit- EMD) of the unsuccessful Bidder shall become refundable as promptly as possible after opening of Price Bid and finalization of the tender. The Bid Security (Earnest Money Deposit- EMD) of the successful Bidder will be discharged when the Bidder has furnished the required Performance Guarantee and signed the Agreement.

The Bid Security (Earnest Money Deposit- EMD) may be forfeited:

  • if the Bidder withdraws the quotation after Bid opening during the period of Bid validity including extended period of validity; or
  • if any modification is affected to the tender documents or
  • in the case of a successful Bidder, if the Bidder fails within the specified time limit to:
  • Sign the Agreement; or
  • Furnish the required Performance Guarantee or
  • If the bidder fails to convince the Employer about the reasonability of his bid prices in the case of an unbalanced bid.
  • In such cases the work shall be rearranged at the risk and cost of the selected bidder.

The Bid Security (Earnest Money Deposit- EMD) deposited with the Employer will not carry any interest.

  • Subcontracting is not allowed
  • Other details can be seen in the RFQ document. The Employer shall not be held liable for any delays due to system failure beyond its control. A Bidder requiring any clarification of the RFQ Document may notify the Purchaser online or may contact the office of the Employer at the address given below.
