The Government of Maharashtra has applied for financing from the World Bank towards the cost of the Project on Climate Resilient Agriculture in Maharashtra (PoCRA) phase -II, and intends to apply part of the proceeds for the eligible payments under the contract for which this RFB is invited Procurement of Cloud-Based 3000 Sip Channels, Outbound Telephony Platform for PoCRA Phase -2

Project Director, Maharashtra Project on Climate Resilient Agriculture (PoCRA phase-II) Govertment of Maharashtra, Mumbai now invites online bids from eligible bidders for Procurement of Cloud Based 3000 Sip Channels, Outbound Telephony Platform for PoCRA Phase -2 at locations as mentioned below: Maharashtra Project on Climate Resilient Agriculture (PoCRA),30 B,Arcade, World Trade Center, Cuffe Parade, Mumbai-400005

Service provider fulfilling the eligibility criteria are invited to submit most competitive Bid (RFB) through e-procurement portal http://mahatenders.gov.in. The duration of the contract will be 1 year and based on the satisfactory performance it will be extended for 1 year.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Procurement Regulations September 2023 for IPF Borrowers, is open to all eligible bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from Deputy Project Director, Maharashtra Project on Climate Resilient Agriculture (PoCRA Phase-II) Govertment of Maharashtra, Mumbai and procurement.pmu@mahapocra.gov.in and inspect the bidding documents on e-procurement portal http://mahatenders.gov.in and may also see its copy on www.mahapocra.gov.in and at the address given below.

A complete set of bidding document in English may be purchased by interested eligible bidders through e-procurement portal and upon payment of a non-refundable fee of [INR 10,000/-] and online submission of EMD deposit INR 7,00,000/- (refundable) for online submission of the application. The method of payment will be [Net Banking through http://mahatenders.gov.in].[1] The document should be sent online on [e-procurement –portal http://mahatenders.gov.in ].[2] on or before 29.01.2026 up to 15.00 hours

Only Electronic bidding will be permitted. Late bids will be not being accepted on portal (rejected). Bids will be publicly opened online and the bidders’ designated representatives and anyone who choose to attend may be present at the address below on 29.01.2026 at 15.00 hours.

All bids must be accompanied by a “Bid Security”(EMD) of Rs. 7,00,000/- (to be paid online Net Banking through www.mahatenders.gov.in)
