REQUEST FOR QUOTATIONS Procurement of Goods under RFQ/Shopping Procedures (Two-Envelope with e-Procurement Bidding Process) E-Procurement Notice Purchaser: Kayamkulam Municipality, Alappuzha District, Kerala Contract title: KSWMP - Procurement of Light Commercial Vehicle (LCV) for NBDW Transport for Kayamkulam Municipality, Alappuzha District. RFQ No: PH1-13640/22-5 Date: 04.11.2025 Applicable Procurement Guidelines/Regulations Date: World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, Fourth Edition November 2020 1. The Government of India has received financing from the World Bank towards the cost of the Kerala Solid Waste Management Project and intends to apply part of the proceeds towards eligible payments under the contract for which this request for quotations is issued. The Secretary, Kayamkulam Municipality, Alappuzha District, Kerala invites quotations electronically from eligible bidders (from suppliers/vehicle manufacturers/authorized dealers/distributors) for the following goods. l. No. Brief Description of the Goods Specifications Quantity & Unit 1. The required vehicle is a 1.8 Ton Max. Container Truck, compliant with BS-VI Norms, intended for Secondary Collection & Transportation service (Mini MCF to MCFs). It must have a maximum payload capacity of 1.8 tons and a container volumetric capacity of approximately As per Appendix 2, Technical Specifications of this Request for Quotation (RFQ). 2 Unit Delivery Period Place of Delivery Installation Requirement if any 60 Days Kayamkulam Municipality Requirement mentioned on Appendix 2. Technical Specifications of this Request for Quotation (RFQ). 1 8Cu.m. The truck requires a customized, covered body with a rear door for easy loading/unloading of NBDW material. 2. The Bidders may submit all-inclusive Quotation for one vehicle as per specification detailed in Appendix 2 and in adherence to technical and financial forms. 3. This e-Procurement notice includes the terms and conditions applicable to submission of quotations; criteria for qualification, evaluation, and for award of supply order(s); and relevant forms to be filled by the bidders. Implementing Agency has not issued a separate RFQ document for this purchase. The e-Procurement notice including the terms and conditions etc. can be downloaded free of cost by logging on to the website https://etenders.kerala.gov.in/nicgep/app. The bidders would be required to register in the website which is free of cost. 4. For submission of the Quotation, the Bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of India for issuing DSC. Bidders can see the list of licensed CAs from the link (www.cca.gov.in). Bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://etenders.kerala.gov.in/nicgep/app. Quotations, both Technical Part and Financial Part shall be submitted on https://etenders.kerala.gov.in/nicgep/app on or before 15:00 hours on 25.11.2025. Any quotation or modifications to quotation received outside e-procurement system will not be considered. The electronic bidding system would not allow late submission of quotations. The ‘Technical Part’ of the Quotations will be opened online on 25.11.2025 at 15:30 hours, this can also be viewed by the bidders online. The electronic summary of quotation opening of technical part will be generated and uploaded online. 5. If the Implementing Agency’s office happens to be closed on the date of opening of the Quotations as specified, the ‘Technical Part’ of the Quotations will be opened on the next working day at the same time. The Financial Parts of the Quotations shall remain unopened in the e-procurement system, until the subsequent online opening, following the evaluation of the Technical Parts of the Quotations. 6. A pre-bid meeting will be held on 11.11.2025. at 11.30 hours at the Kayamkulam Municipality Office, Alappuzha District to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting. 7. Other details can be seen in the RFQ document. The Purchaser shall not be held liable for any delays due to system failure beyond its control.
