• Background

Launched in 2020, the National Program for Civil Service Capacity Building (NPCSCB), or Mission Karmayogi, is the Government of India’s flagship program to transform the capabilities of the backbone of India’s policy and programme design and implementation machinery – its civil servants. At its heart, the program imagines three key transitions at the individual and organisational and institutional levels. First, at the individual level, the program imagines a transition of our civil servants from karmacharis i.e. individuals who simply follow rules to karmayogis i.e. individuals who are imbued with a spirit of service and are motivated, equipped and empowered to design and execute policies to best serve the citizens. Second, at the organisational level, it aims for each Ministry, Department and Organisation (MDO) at the central, state and local government levels to consciously and proactively work towards achieving the aim of Viksit Bharat. Third, at the institutional level, the program endeavours to facilitate a transition from rule-to-role based human resource management system within the government. This would mean moving away from a tenure-based system of postings and promotions towards one that systematically aims to identify and assign the right person for the right role at the right time.

2. Scope of Services

The broad scope of the services includes deployment of KSs to CBC to assist in driving the capacity building initiatives of MDOs/States/ UTs/ ULBs.

Agency shall be responsible for hiring of KSs, as per Job Description (JD)/ Selection Criteria, provided by the CBC. While shortlisting the candidates, the agency shall ensure that the finalized candidates are likely to be posted in various States/ UTs across India. CBC will be finalizing the candidates from the short-listed candidates offered by the Service Provider.

CBC has right to request the Service Provider to replace the resources, depending on their performance/ behaviour, as decided internally, during the period of contract. The Service provider shall replace the resource(s), within 15 days of receipt of such notice/request from CBC

The Service Provider is responsible for timely release of Remuneration to the resources and complying with all the legal/statutory mandates, as per applicable law. CBC will be reimbursing the actual charges incurred / Professional fee paid to the resources, in addition to admissible administrative charges+ applicable taxes on administrative charges, as quoted and accepted in contract.

3. Eligibility criteria for Karmayogi Saarthis

The eligibility criteria for the Karmayogi Saarthis to be deployed on the project is as per the following criteria.

The agency shall ensure the resources to be shortlisted will have the following skills also.

Interpersonal Skills: Strong communication, negotiation, stakeholder management, interpersonal skills and the ability to maintain effective working relationships with external partners.

Analytical Skills: Proficiency in data analysis, reporting and presentation making.

Engagement of Agency will be through bid on GeM (QCBS method)

Experience of the Service Provider: The Service Provider having work experience / assignments related to Government Ministries/ Departments/ Attached /Subordinate/ Autonomous offices/ PSUs will be counted as relevant experience is highly desirable.

Terms of Engagement

*The number of resources to be engaged at a time may be increased/ decreased by 25-30%

Attendance: The resources must mark their attendance on Aadhar Enabled Biometric Attendance System (AEBAS) at the place of posting. The monthly remuneration will be linked with their attendance marked on AEBAS.

Leave: The Karmayogi Saarthi shall be entitled to leave at the rate of 1.5 days of each completed month on pro-rata basis. Such leave will get lapsed at the end of the tenure/ end of the year.

Entitlement for TA/DA, in case the resources are directed, to visit places outside Delhi for work related to the CBC*:

(*) on reimbursement basis

(**) The KS shall be eligible for reimbursement of hotel accommodation, ONLY if no accommodation is provided by the concerned Govt/Institutions.

Financial Proposal:

• The agency must quote the administrative/ service charges considering the cost involved related to the deployment of resources including providing the requisite laptop etc., and quote the same in terms of percentage. The applicable taxes on the quoted administrative/ service charges are also permissible.
• The Percentage of administrative/ service charges quoted by the agency are fixed during the term of the contract and will be reimbursed along with the remuneration paid by the agency to the resources deployed at CBC.

Duration of the Contract is for one year.

Termination of the Contract

Either CBC or the agency may terminate the contract by giving a notice of 90 days.

Method of Procurement: Procurement shall be conducted through GeM (https://gem.gov.in/). Last day for bid submission is 17th October till 8.00 PM
