1. The Government of India has applied for financing from the World Bank toward the cost of the Assam School Education and Adolescent Well-Being Project (ASAP) Project and intends to apply part of the proceeds to cover eligible payments under the contract for construction of works as detailed below.

2. The procurement will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers 6th Edition February 2025” (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

3. Bidders from India should, however, be registered with the Government of India or other State Governments/ Government of India, or State/ Central Government Undertakings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful Bidders.

4. Chief Engineer (Health & Education) PW (H&E) Deptt, invites online Bids from eligible Bidders For “Construction of Additional Class Rooms under Assam School Education and Adolescent Well-Being Project (ASAP) under Majuli DTBD for i) Auniati Bishnudev H.S. (ii) Shri Lohit H.S. (iii) Ahatguri H.S.”.

Interested Bidders may obtain further information and inspect the bidding document at the address given below during office hours. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest.

5. The RFB Document is available online on www.assamtenders.gov.in from 30-08-2025 to 06-10-2025 which can be downloaded free of cost. However, Bidders will be required to register themselves in the e-Tender Portal before downloading the bidding document and the registration is free.The Bidders would be responsible for ensuring that any addenda available on the e-Tender Portal is also downloaded and incorporated. Print media publication would be given for any addendum/corrigendum.

6. For submission of the Bid, the Bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorised by Government of India for issuing DSC. Aspiring Bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may follow the instructions mentioned in the: www.assamtenders.gov.in. Only Bids submitted online shall be considered.

7. A single-stage, two envelopeprocurement process will be used, and the Bid will consist of

• the Technical Part, without any reference to prices; and
• the Finnacial Part, as detailed in the RFB Document.

The Technical and Financial Parts of the Bids shall be submitted online on the e-Tender Portal simultaneously on or before the Bid submission deadline, i.e., 16:30 hours on 06-10-2025 and the ‘Technical Part’ of the bids will be publicly opened online on the same day at 17:00 hours in the presence of the Bidders’ designated representatives who wish to attend.

The “Financial Part” shall remain unopened in the e-procurement system until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Bids.

Any Bid or modifications to Bid (including discount) received outside e-procurement system will not be considered. If the Employer’s office happens to be closed on the date of opening of the Bids as specified, the Bids will be opened on the next working day at the same time and venue. The e-Procurement System would not allow any late submission of Bids as per server time.

8. All Bids must be accompanied by a Bid Security of the amount specified for the work in the table below. Bid Security will have to be in any one of the forms as specified in the RFB and shall have to be valid for 45 days beyond the validity of the Bid.

9. The Bidders are required to submit (a) original Bid Security, and (b) original affidavit, regarding correctness of information furnished with the Bid, c) Payments towards the cost of the bid document, either by registered post/speed post/courier or by hand, so as to reach the Office of the Chief Engineer (Health & Education) PW (H&E) Deptt, Chandmari, Guwahati-781003, Assam before the Bid submission deadline, failing which the Bid will be declared non-responsive and will not be opened.

10. A pre-bid meeting will be held on 15-09-2025 at 11:30 To 16:30 hours at the Office of the Chief Engineer (Health & Education) PW (H&E) Deptt, Chandmari, Guwahati-781003, Assam to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the RFB document prior to the pre-bid meeting in order for them to have a good understanding of the scope of works under the contract for discussion and clarification at the Pre-Bid meeting.

11. Other details can be seen in the RFB document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Bidders of any Bid updates, the Employer shall not be liable for any information not received by a Bidder. It is the Bidders’ responsibility to verify the e-Procurement Portal for the latest information related to this Request for Bid.
