1. The Government of India has applied financing from the World Bank toward the cost of the Maharashtra Resilience Development Project (MRDP) and intends to apply part of the proceeds toward payments under the contract for Construction and implementation of Storm Water Works for Urban Flood Mitigation in Kolhapur Municipal Corporation (KMC).
2. The Kolhapur Municipal Corporation (KMC) now invites online Bids from eligible Bidders for Construction and implementation of Storm Water Works for Urban Flood Mitigation in Kolhapur Municipal Corporation (KMC). The bidders must submit bids for complete works indicated therein. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing Sixth Edition February 2025” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bidders from India should, however, be registered with the Government of India or other State Governments/ Government of India, or State/ Central Government Undertakings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50 % and 50% for price.
5. Interested eligible Bidders may obtain further information from Kolhapur Municipal Corporation (KMC), City Engineer, E-mail ID: cityengineerkmc@gmail.com and inspect the Bidding document during office hours (10.00 to 17.00 hours IST) at the address given below or download the bidding document from e-procurement system https://mahatenders.gov.in
6. The Bidding document in English is available online on e-procurement system from 01/09/2025 to 16/10/2025 for a nonrefundable fee as indicated in the table below. The method of payment will be online payment. Bidders will be required to register on the website. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated during submission.
7. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) in the name of the person duly authorized to sign on behalf of the Bidder from one of the Certifying Authorities (CAs), authorized by Government of India for issuing DSC (e.g. Verasys/ Sify/ nCode/ eMudhra etc.), with their profile. It is mandatory for the bidder to register their firm with e-procurement system and obtain the user ID and password for participating in e-procurement in this Project. A non-refundable fee of INR 15,000.00 (US $ 177.00) (inclusive of tax) or equivalent amount in a freely convertible currency, is required to be paid. The method of payment will be online. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on the e-procurement system on or before 12:00 HRS IST by 16/10/2025. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. The electronic procurement system would not allow any late submission of bids. The “TECHNICAL PART” of the Bids will be publicly opened online on the same day in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 17:00 hours, and this could also be viewed by the bidders online. The “FINANCIAL PART” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue.
8. All Bids must be accompanied by a “Bid Security” of INR 40 Million (US $ 470,590) specified for the work in the table below, to be paid in the form of bank guarantee or Bid Bond enforceable in India and shall have to be valid for 45 days beyond the validity of the bid. The bidders are not required to submit the original documents before the bid submission deadline.
9. A Pre-Bid meeting to be held virtually as well as in person on 10/09/2025 at 1100 hours IST at the office of The Municipal Commissioner, Kolhapur Municipal Corporation (KMC) who will clarify issues and answer questions/queries on any matter that may be raised at that stage as stated in ITB Clause 7.4. Bidders are advised to download the bidding document prior to the pre-bid meeting for bidders to have a good understanding of the scope of the requirements under this contract for discussion and clarification at the pre-bid meeting.
10. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidder"s responsibility to verify the website for the latest information related to this bid.
11. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
12. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
