1. The Government of India has received financing from the World Bank toward the cost of the RIGHTS (Inclusion, Accessibility and Opportunities for Persons with Disabilities in Tamil Nadu and intends to apply part of the proceeds toward payments under the contract for which this Request for Bids is issued.
2. The Commissionerate for Welfare of Differently now invites online Bids from eligible Bidders for supply of Assessment and therapy Equipment’s that includes Teaching & Learning materials for Cerebral Palsy & Mental Retardation, therapy Materials (Exercise), Electronic Device, Electrotherapy & Thermal Therapy Equipment’s, Speech and Communication software, Sensory Integration materials.
3. Bidding will be conducted through national open competitive procurement procedure agreed with the World Bank, and is open to all eligible bidders as defined in the World Bank’s “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” (“Procurement Regulations”). In addition, please refer to paragraphs 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
4. The bidding document is available online at the Url: https://tntenders.gov.in/nicgep/app for free of cost. Bidders will be required to register on the website, which is free of cost. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

(d) Last date and time for Submission of bids : 08.10.2025 – 04.00 PM
(e) Time and date of opening of bids– technical part : 08.10.2025 – 05.00 PM
(f) Pre – Bid meeting : At 11.30 AM on 11.09.2025 at the address mentioned below as address for Communication.
5. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) Class 3, from one of the authorized Certifying Authorities authorised by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: tntenders.gov.in
6. Bids must be submitted online on tntenders.gov.in on or before the deadline for submission of bids, and the ‘Technical Part’ of bids will be opened online at the specified time and date for opening of bids, as given above. The “Financial Part” shall remain unopened in the e-procurement system until the second public Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bids.
7. All bids must be accompanied by a bid security as specified in the bid document. Procedure for submission of bid security is described in Para 8.
8. Other details can be seen in the bidding document. The Purchaser shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Purchaser shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
