Online bids on item rate basis on hptenders.gov.in are invited by the District Project Officer, Integrated Development Project, Santoshgarh Road, Una, HP on behalf of the Governor of Himachal Pradesh, in electronic tendering system in two covers for the under mentioned work from the contractors/firms.

The bids are to be submitted online which are to be encrypted and digitally signed by the contractor/ firms. The bidders are advised to obtain digital signature certificate (DSC) from the suitable venders or any authorized agency at the earliest.

Conditions:-

The e-tender documents shall be uploaded in two covers system.

Cover-1 shall contain scanned copies of “Eligibility information and Technical Bid”. Cover-2 shall contain “Financial Bid” on the prescribed form.

Cover-1:- The “Eligibility information and Technical Bid” shall contain Scanned copies of following documents duly uploaded in the bid:

  • The intending bidders are requested to pay the non-refundable tender form fee (INR 500/-) through E-Challan GoHP E-Challan GoHP payable under Receipt Head 0406 Forestry and Wildlife -01-800-18-other miscellaneous receipts under DDO Code 0984 District Project Officer, IDP, Una and Treasury Code UNA00. The scanned copy of the either shall be uploaded under cover-I online & the original copy shall be submitted to the o/o under mentioned up to 10.09.2025 at 11:30 AM in sealed cover addressed to the under mentioned depicting the title of the job/work & documents on the envelope itself.
  • The bid security/EMD amounting to Indian National Rupees 60000/- in the form of FDR only from any Nationalized bank pledged in favour of District Project Officer, IDP, Una, HP in favour of District Project Officer, IDP, Una, HP for The scanned copies shall be uploaded under cover-I online & the original copies shall be submitted to the o/o under mentioned up to 10.09.2025 at 11:30 AM in sealed cover addressed to the under mentioned depicting the title of the job/work & documents on the envelope itself.
  • Copy of Income Tax Return of last two years
  • Latest Certificate of registration of Contractor.
  • PAN, GST registration, EPF Labour License etc.
  • Bank details of the bidder mentioning Account Number, IFSC, etc.
  • Should have satisfactorily completed as a prime contractor at least one or more works of similar nature. The value of the work/works should not be less than Rs. 80% in the last two years
  • Scanned copy of undertaking that I have carefully studied all the terms and conditions stipulated in the contract document before quoting the rates in the BoQ chart and also visited the site of work before quoting the rates.

Cover-2 shall contain BoQ where contractor will quote his offer for each item in figures and words (INR) by giving total amount of the offer. Contractor shall not insert any additional conditions or other documents in BoQ.

General Instructions for e-tendering:-

  • The contractor should register himself on website https://hptenders.gov.in and obtain user ID, password, before bidding. The interested bidder can consult the o/o under signed or Assistant Project Officer, IDP, Una & Thanakalan for any details as the case may be.
  • The bids of the contractors/firms who fail to fulfill the eligibility criteria will be summarily rejected. Similarly, if the technical bid is not found suitable at the time of scrutiny by the department, the bid shall be rejected and thus their Financial Bid shall not be considered.
  • Entire tender process will be carried out online through above mentioned website. Contractors/firms are advised to procure e-Token/Digital signing certificate from suitable venders or from any authorized agency.
  • Before submission of on-line Bids, Bidders must ensure that scanned copies of all necessary documents have been uploaded with the bid.
  • All the sampling and testing are to be done by the contractor with the help of field staff of HPIDP as per the prescribed CPWD or PWD. No extra cost will be given for the same.
  • Contractor has to submit transit pass in form ‘X’ or form ‘ W’ as mandatorily required under the provisions of HP Minor Minerals (Concession) and Mineral (Prevention of illegal mining Transportation and storage) Rules 2015, This is in accordance with the Orders passed by the Hon’ble High Court of HP at Shimla in CWP No 2395/2020 titles as Daljeet Singh V/s union of India and others. Absence of which no payment will be made. The whole payment will be withheld.
