Assignment Title: Consultancy Services for Data Integration, Design & Development, and Implementation of Integrated Emergency Operations Centre Management System (IEMS) for the State of Maharashtra

The Government of Maharashtra has applied for financing from the World Bank towards the cost of the Maharashtra Resilience Development Project (MRDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include establishing an integrated digitally and web-enabled Integrated Emergency Operations Centre Management System (IEMS) connecting SEOC, 34 DEOC, 3 CEOC (Kolhapur, Sangli, Ichalkaranji), 1 standalone site EOC (Kolhapur) and 1 Mobile EOC (Kolhapur) and have adequate functional capabilities for Integrated & Operational Impact Based Forecasting System (Maha-IOIBFS), generate alerts and push the notifications to communities at risk for all hazards prevalent in the State, have adequate capabilities built for further expansion of the system to departmental control rooms and field units and share real-time situational information for integrated emergency management, have all functional elements and requirements of a multi-hazard end-to-end early warning system.
The Duration of the IEMS project will be 5 years. The IEMS solution deployment and commissioning of the major tasks is to be finished within 18 months of the date of signing the contract. The solution provider needs to provide onsite and offsite operational assistance and system maintenance service for a period of 42 months i.e. from the 19th month from the date of signing the contract.
The Project Implementation Unit (PIU), Maharashtra Resilience Development Program (MRDP), The Disaster Management, Relief and Rehabilitation Department, Government of Maharashtra now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Extracts from the audited Balance Sheets and Profit & Loss Accounts along with a Certificate from the Statutory Auditor of the company clearly stating the turnover from consultancy contacts during the last three financial years (FY 2021-22, 2022-23 & 2023-24). |

Technical Capability |
The Consultant should have successfully completed at least one project of similar nature not less than the amount equivalent to INR 5 Crore during the last 5 years from 2020-21 to 2024- 25. Similar nature means “Projects involving implementation of data-driven decision support systems being operated at state / district/ city /national / international level. Only projects those are completed will be considered. |
Copy of Work Order/signed Contract and Completion Certificate from the client, signed by a competent authority clearly stating the scope of work, current status and the contact details of the reference persons. |
The attention of interested Consultants is drawn to the World Bank’s Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services dated July 2016 revised September 2023 setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment under para 3.14 to 3.17 of the above Regulations.
Joint ventures or a sub-consultancy will not be allowed.
A Consultant will be selected in accordance with the Consultants’ Quality and Cost-based Selection (QCBS) method set out in the afore mentioned Regulations.

Terms of Reference for Consultancy Services for Data Integration, Design & Development, and Implementation of Integrated Emergency Operations Centre Management System (IEMS) for the State of Maharashtra
Introduction
The Government of Maharashtra, through the Maharashtra Resilience Development Project (MRDP), aims to enhance disaster resilience by developing an Integrated Emergency Operations Centre Management System (IEMS). This system will integrate all operational and functional departments to execute disaster preparedness, emergency response, and incident management effectively
Objective: The primary objective is to establish digitally and web-enabled IEMS connecting the State Emergency Operations Centre (SEOC), District Emergency Operations Centres (DEOCs), City Emergency Operations Centres (CEOCs), Site/Mobile EOC. The system will support impact-based forecasting, generate alerts, and push notifications to communities at risk for all hazards prevalent in the state
Scope of Work: The consultancy services will broadly include:
Deliverables: The consultant will ensure the successful development, implementation, and maintenance of the IEMS for the State of Maharashtra. The consultancy will involve collaboration between various departments, including the Disaster Management, Relief and Rehabilitation Department, and other stakeholders.
