The Government of Haryana intends to apply for financing to the tune of US$ 131.00 million equivalent [which is tentative and subject to finalization] from the World Bank for construction of Metro Rail connection in Gurugram, which is a satellite city of Delhi and is located in the state of Haryana.
The proposed metro project, with an objective of improving urban mobility and accessibility in an efficient manner, is to be implemented by Gurugram Metro Rail Limited (GMRL), a SPV created with equal contribution from Government of India (GoI) and Government of Haryana (GoH).
The project consists of various component(s), which include construction of approximately 28.50 km of elevated metro line in Gurugram, with 27 metro stations, depots, rolling stocks, and electric, telecommunication, signaling, and control systems; supporting multimodal integration by way of physical integration from other metro rails [like Delhi Metro, Gurugram Rapid Metro Rail, the proposed regional Rapid Rail Transit System (RRTS)]. The project also envisages facilitating operational integration with city buses and para transit through appropriate infrastructure (docking, charging, parking) at metro stations as well promoting non-motorized transport through improvement in safety measures and public space infrastructure around stations areas (pavement, signaling, street lighting, shading, and sheltering). Along with achieving digital integration by utilizing a common ticketing system (National Common Mobility Card - NCMC) and journey planner for both metro as well as city bus systems, the project further aims for planning and designing inclusive and green infrastructure, efficient first and last mile connectivity, planning of prioritized TOD sites along the metro corridor.
The project is accordingly envisaged to be procurement intensive. Broadly, the procurement activities is expected to include the procurement of Civil Works, Depot (E&M, civil), Pre-Engineered building and finishing, Rolling Stock, Traction and Power supply, Track laying and supply, Lifts and Escalators, Signaling, Telecom, Multi Modal Integration (MMI), Automated Fare Collection (AFC)/National Common Mobility Card (NCMC), First-Last Mile Connectivity (FLM), and other related services.
The procurement under the World Bank financing shall adhere to the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations) and will be open to all eligible firms and individuals as defined in the Procurement Regulations.
In line with paragraph 4.4 of the Procurement Regulations, an early market engagement for this Project is planned at Chennai, India on May 14, 2025 in face-to-face mode.
