Notice Inviting Bid

Name of Project: Rajasthan Highway Modernisation Project (RHMP)

Contract Title:

Development, Operation & Maintenance of (i) Garhi – Bagidora – Kushalgarh section of SH-54A, Existing Chainage from Km 60.000 to Km 144.01 and design chainage from Km 0.000 to km. 80.447 (Rajasthan/MP Border) and (ii) Dhariyawad – Parsola, Start from junction at km 62/900 of SH-81(Jawahar/Jakham Circle) to existing chainage Km 0.00 to 31.500 (up to Pratapgarh/ Dungarpur District Border) design from km 0+000 to km 30+900 of SH-91 in the state of Rajasthan under on Hybrid Annuity Mode. (Package- WB/ RHMP /HAM / 02).

• The Government of Rajasthan through the Government of India has received financing from the World Bank toward the cost of the Rajasthan Highways Modernization Project and intends to apply a part of the proceeds to cover eligible payments under the contract for construction of works as detailed below. The Construction Period and the Operation & Maintenance (O&M) period for the package is 18 months (550 days) and 120 months respectively.
• GoR has adopted this package in the state which will be supported under this Bank-financed project.
• The Rajasthan State Highways Authority now invites online bids from eligible Bidders for Development, Operation & Maintenance of (i) Garhi – Bagidora – Kushalgarh section of SH-54A, Existing Chainage from Km 60.000 to Km 144.01 and design chainage from Km 0.000 to km. 80.447 (Rajasthan/MP Border) and (ii) Dhariyawad – Parsola, Start from junction at km 62/900 of SH-81(Jawahar/Jakham Circle) to existing chainage Km 0.00 to 31.500 (up to Pratapgarh/ Dungarpur District Border) design from km 0+000 to km 30+900 of SH-91 in the state of Rajasthan under on Hybrid Annuity Mode. Interested bidders may obtain further information and inspect the bidding document at the address given below during office hours.
• The bidding document is available online on http://eproc.rajasthan.gov.in from
  17.12.2024 to 16.01.2025 for a non-refundable fee Rs. 10,000/- (Rs. Ten Thousand), in the form of Demand Draft (DD) or Bankers Cheque on any Scheduled/Nationalized bank payable at Jaipur in favour of “Member, RSHA, Jaipur”.
• A non-refundable Processing Fee of INR 2500/-(Rupees Two Thousand five hundred)in the form of Demand Draft or Bankers Cheque in favour of “ MD RISL” payable at Jaipur.
• For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of India for issuing DSC. Online submission of bids through Government of Rajasthan e-portal http://eproc.rajasthan.gov.in, can be made by the interested bidders after enrolling with the above-mentioned web site using the option “Click here to Enroll”. This enrollment is free at this point of time.
• Bids must be submitted online on http://eproc.rajasthan.gov.in on or before 11:45 hours on 16.01.2024 and will be publicly opened online on the same day at 12:15 hours, in the presence of the bidders’ designated representatives and anyone who choose to attend.
• Bid submitted through any other mode shall not be entertained.
• All Bids must be accompanied by a bid security of the amount Rs. Six Crore only), drawn in favour of “Member, RSHA, Jaipur”. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of bid security is described in clause 2.1.7 of ITB..
• The bidders are required to submit (a) original payment documents towards the cost of bid document; and registration on e-procurement website (if applicable); (b) original bid security in approved form; and (c) original affidavit regarding correctness of information furnished with bid document with Office of the Rajasthan State Highways Authority, RSHA, Jaipur-302006 before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which the bids will be declared nonresponsive and will not be opened.
• A pre-bid conference will be held on 02.01.2025 at 15:00 hours at the office of the Rajasthan State Highways Authority, RSHA, Jaipur-302006 to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Section-5 of the RFP. Bidders are advised to download the bidding document prior to the pre-bid conference in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting.
• Other details can be seen in the bidding document. The Authority shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Authority shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
