Notice Inviting Bid

Name of Project: Rajasthan Highway Modernisation Project (RHMP).

Contract Title:-Development, Operation & Maintenance of (i) Mal Bamori – Mangrol – Baran section of SH-1, from Km 13.000 to design chainage km. 53+845 (ending on NH-27) (length 40.845km.) in Baran district and (ii) Bundi-Silor-Bhopatpura section of SH-138, from Km 0+000 to design chainage km. 43+860 (ending on SH-29) (length 43.860km.) in the districts of Baran & Bhilwara, in the state of Rajasthan under on Hybrid Annuity Mode. (Package- WB/ RHMP /HAM / 01).

1. The Government of Rajasthan through the Government of India has applied for financing from the World Bank toward the cost of the Rajasthan Highways Modernization Project and intends to apply a part of the proceeds to cover eligible payments under the contract for construction of works as detailed below. The Construction Period and the Operation & Maintenance (O&M) period for the package is 18 months (550 days) and 120 months respectively.

2. GoR has adopted this package in the state which will be supported under this Bank-financed project.

3. The Rajasthan State Highways Authority now invites online bids from eligible Bidders for

Development, Operation &Maintenance of (i) Mal Bamori – Mangrol – Baran section of SH-1, from Km 13.000 to design chainage km. 53+845 (ending on NH-27) (length 40.845km.) in Baran district and (ii) Bundi-Silor-Bhopatpura section of SH-138, from Km 0+000 to design chainage km. 43+860 (ending on SH-29) (length 43.860km.) in the districts of Baran & Bhilwara, in the state of Rajasthan under on Hybrid Annuity Mode. Interested bidders may obtain further information and inspect the bidding document at the address given below during office hours.

4. The bidding document is available online on http://eproc.rajasthan.gov.in from

21.9.2024 to 21.10.2024 for a non-refundable fee Rs. 10,000/- (Rs. Ten Thousand), in the form of RSHA Request for Proposal Package: WB/ RHMP /HAM / 01 2 Demand Draft (DD) or Bankers Cheque on any Scheduled/Nationalized bank payable at Jaipur in favour of “Member, RSHA, Jaipur”.

5. A non-refundable Processing Fee of INR 2500/-(Rupees Two Thousand five hundred)in the form of Demand Draft or Bankers Cheque in favour of “ MD RISL” payable at Jaipur, is required to be paid.

6. For submission of the bid, the bidder is required to have Class-II/III Digital Signature Certificate (DSC) from one of the Certifying Authorities authorised by Government of India for issuing DSC. Online submission of bids through Government of Rajasthan e-portal http://eproc.rajasthan.gov.in, can be made by the interested bidders after enrolling with the above-mentioned web site using the option “Click here to Enroll”. This enrollment is free at thispoint of time.

7. Bids must be submitted online on http://eproc.rajasthan.gov.in on or before 11:30 hours on 21.10.2024 and will be publicly opened online on the same day at 12:45 hours, in the presence of the bidders’ designated representatives and anyone who choose to attend.

8. Bid submitted through any other mode shall not be entertained.

9. All Bids must be accompanied by a bid security of the amount Rs. Three Crore eighty three lacs only), drawn in favour of “Member (WC &O), RSHA”. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of bid security is described in clause 2.1.7 of ITB.

10. The bidders are required to submit (a) original payment documents towards the cost of bid document; and registration on e-procurement website (if applicable); (b) original bid security in approved form; and (c) original affidavit regarding correctness of information furnished with bid document with Office of Rajasthan State Highways Authority, RSHA, Jaipur-302006 before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which such bids will be declared nonresponsive and will not be opened.

11. A pre-bid conference will be held on 07.10.2024 at 15:00 hours at the office of the Rajasthan State Highways Authority, RSHA, Jaipur-302006 to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in Section-5 of the RFP. Bidders are advised to download the bidding document prior to the pre-bid conference in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting.

12. Other details can be seen in the bidding document. The Authority shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the RSHA Request for Proposal Package: WB/ RHMP /HAM / 01 3 bidders of any bid updates, the Authority shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
