1. The Government of India has applied for financing from the World Bank toward the cost of the West Bengal Transport, Logistics and Spatial Development Project and intends to apply part of the proceeds towards eligible payments under the contracts for construction of works as detailed below.
Construction of shed with MS structural work on the existing two storied Project Office building and setting up a conference hall including A.C, Interior works Civil & Electrical works at Kasba Depot Compound under WBIWTLSD Project, estimated cost, bid security and other details as per the table:

2. The West Bengal Transport Infrastructure Development Corporation Limited (WBTIDCL) now invites sealed Bids from eligible Bidders for Construction of shed with MS structural work on the existing two storied Project Office building and setting up a conference hall including A.C, Interior works Civil& Electrical works at kasba Depot Compound under WBIWTLSD Project.
3. Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from contact person and address given on para 9.
5. The document can be downloaded online from https://wbtenders.gov.in, free of cost. Bidders will be required to register on the website. The Bidders would be responsible for ensuring that any addenda available on the website are also downloaded and incorporated. For submission of the bid, the Bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorised by Government of India for issuing DSC. Aspiring Bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://wbtenders.gov.in.
6. The Bid submitted by the Bidder shall comprise of two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on https://wbtenders.gov.in on or before the schedule mentioned as per the Timetable in BDS Para 1.2(a). The “Technical Part” of the bids will be electronically opened online on the same day as per the Timetable in BDS Para 1.2(a). The “Financial Part” shall remain unopened in the e-procurement system until the second electronic Bid opening for the financial part. Any bid or modifications to bids received outside the e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened
on the next working day at the same time and venue. The electronic bidding system would not allow any late submission of bids.
7. All Bids must be accompanied by a Bid Security of the amount specified for the work in the table above, drawn in favour of “West Bengal Transport Infrastructure Development Corporation Limited”. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. No Bid Security Exemptions Allowed.
8. The bidders are required to submit (a) original bid security in approved form; and (b) original affidavit regarding correctness of information furnished with bid document to “West Bengal Transport Infrastructure Development Corporation Limited”, E.M. Bye-Pass & Rashbehari Connector Intersection, (C.S.T.C. Kasba Depot Compound), Kolkata – 700107 before the bid submission deadline, in the drop box in WBTIDCL.
9. Bidders should be legal entities registered in India. In case the Bidder is not registered as a legal entity in India at the time of bidding, it needs to register itself as a legal entity in India, in case they become a successful bidder, before signing of the contract.
10. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
