The Government of India (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called “loan” toward the cost of RIGHTS: Inclusion, Accessibility and Opportunities for Persons with disabilities. The Directorate for Welfare of the Differently Abled No.05, Kamarajar Salai, Lady Willingdon College Campus, Chennai – 600 005 the implementing agency/Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the bank will be made only at the request of The Directorate for Welfare of the Differently Abled and upon approval by the bank and will be subject, in all respects, to the terms and conditions of the financing agreement. The financing agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any imports of goods, if such payment or import, to the knowledge of the bank, is prohibited by a decision of the United Nations Security Council taken under chapter VII of the charter of the United Nations. No party other than the client shall derive any rights from the financing agreement or have any claims to the proceeds of the credit.

• The Client now invites online proposals to provide the following consulting services (hereinafter called “Services”): Hiring of community service Providers (CSP) agency for delivering community-based Rehabilitation services in Madurai district.
• More details on the Services are provided in the Terms of Reference (Section 7).
• A firm will be selected under Quality and Cost based Selection method (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in the RFP, in accordance with the policies of the Bank detailed in the Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers, Fourth Edition November 2020 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org/procure.
• The RFP shall include the following documents:

5.The RFP is available online at https://tntenders.gov.in/nicgep/app for downloading free of cost. The consultant would be required to register on the website, which is free of cost, and would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated prior to the submission of proposals. For submission of a proposal online at the web address indicated above, the Consultant is also required to have a Digital Signature (DSC) from one of the Government of India authorized Certifying Authorities. The list of the authorized Certifying Authorities can be found from the link http://www.cca.gov.in.

6.Consultants who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: https://tntenders.gov.in/nicgep/app at free of cost. Any Proposal or modifications to Proposal (including discount) received outside e-procurement system will not be considered.

7.Details on the proposal’s submission date, and time are provided in ITC 17.4. The e-procurement system would not allow any late submission of proposals.
