• The Government of India (GoI) on behalf of Government of Bihar (GoB) has received a credit of from the International Development Association (IDA) towards the cost of Bihar Kosi Basin Development Project (BKBDP) and intends to apply part of the proceeds toward payments under the contract for Supply, Installation, Testing, Commissioning, Training and Operation & Maintenance of instrumentation and tools for Hydraulic modelling lab, Sediment lab, Electronic and Instrumentation workshop at Physical Modelling Centre (PMC), Centre of Excellence (COE) Birpur, Supaul, Bihar.
• The Chief Engineer, Flood Control & Drainage, Water Resources Department (WRD), Birpur, Supaul GoB is sub-implementing agency on behalf of Bihar Aapda Punarwas Evam Punarnirman Society (BAPEPS), GoB now invites sealed Bids from the eligible Applicants for Supply, Installation, Testing, Commissioning, Training and Operation & Maintenance of instrumentation and tools for Hydraulic modelling lab, Sediment lab, Electronic and Instrumentation workshop at Physical Modelling Centre (PMC), Centre of Excellence (COE) Birpur, Supaul, Bihar.
• Bidding will be conducted through National competitive Bidding procurement using Invitation for Bids (IFB) as specified in the World Bank’s “Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers”, January 2011 revised July 2014(“Procurement Guidelines”), and is open to all eligible Bidders as defined in the Procurement Guidelines.

5. The bidding document in English Language are available online on https://eprocure.gov.in/ for a non-refundable fee of INR 10,000, in the form of Demand Draft on any Scheduled/Nationalized bank payable at Supaul in favour of Executive Engineer, Head Works Division, Birpur, Supaul –854340 (India). Bidders will be required to register in the website, which is free of cost. The bidder would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated.

6. The bid document is available online and bids are to be submitted online through the e- Procurement portal http://eprocure.gov.in only. Bids submitted in any other manner will not be accepted. Bidders are required to obtain Digital signature Certificate (DSC) from the authorized Certifying Authorities Portal and then register with the e-procurement platform and submit bids by using their user ID and Digital Signature.

7. All Bids must be accompanied by a Bid Security , amount and currency of the Bid Security shall be 15 Lakhs in Indian Rupees in the form of Bank Guarantee from Scheduled bank in favour of Executive Engineer, Head Works Division , Birpur, Supaul –854340 (India) needs to be submitted as per the procedure as described in Paragraph 8 below.

8. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Bids must be submitted on https://eprocure.gov.in/ on or before 16:00 hours on 25/11/2024 and will be opened online on the 25/11/2024 at 16:30 hours. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered.

9. The bidders are required to submit following documents in original before date and time fixed for bid submission in the office of Executive Engineer, Head Works Division , Birpur, Supaul –854340 (India) before the opening of the technical part of the Bid given above, either by registered post/speed post/courier or by hand.

a) Original demand drafts towards the cost of bid document and registration on e-procurement website (if not previously registered);

b) Original bid security in approved form; and

c) Original affidavit regarding correctness of information furnished with bid document.

d) Failing to submit above documents, the bids will be declared non-responsive and will not be opened.

10. Interested Bidder are advised to visit the PMC Site, Birpur, Supaul at their convenience during official hours before attending Pre Bid Meeting.

11. A pre-bid meeting will be held on 02/11/2024 at 16:00 hrs. in Office of Chief Engineer Flood Control & Drainage, Water Resources Department, Birpur, Supaul –854340 (India) to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in clause 7 of ITB.
