Assignment Title: Hiring of Agency to design Curriculum for the Life skills education for persons with disabilities and to support its implementation in Tamil Nadu

The RIGHTS Project is established under the Directorate for Welfare of the differently Abled (DWDA) with the objective to strengthen the social protection systems and capability of the State of Tamil Nadu to promote inclusion, accessibility and opportunities for persons with disabilities.

The RIGHTS project is financially aided by World Bank. Procurement will be carried out in accordance with the Bank Procurement Regulations Fourth Edition, November 2020 and shall follow World Bank’s Anti-Corruption Guidelines.

DWDA seeks to hire an Agency to design Curriculum for the Life skills education for persons with disabilities and to support its implementation in Tamil Nadu.

The detailed Terms of Reference (TOR) for the assignment is herewith annexed (Annexure – A) .

The Directorate for welfare of the Differently Abled, Government of Tamil Nadu now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating about their relevant experience and qualifications to perform the Services. The shortlisting will be done based on qualification of the firm and relevant experience as mentioned in the Terms of Reference (ToR) and as per the shortlisting criteria mentioned in the EOI document. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, 3.17 and 3.18 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection method (LCS) set out in the Procurement Regulations for IPF Borrowers, Fourth Edition November 2020.
