Dear Mr. /Ms.:

• The Department of Economic Affairs, Ministry of Finance, Government of India (hereinafter called “Borrower”) has received financing from the from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a “loan” in the form of a (hereinafter called “loan” toward the cost of Nagaland Enhancing Classroom Teaching and Resources (NECTAR)). The Department of School Education (DSE), Government of Nagaland (GoN), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued.
• The Department of School Education (DSE), Government of Nagaland (GoN) now invites online proposals to provide the following consulting services (hereinafter called “Services”): Designing and Implementing Lighthouse School Complex (LSC) Transformation Approach. More details on the Services are provided in the Terms of Reference (Section 7).
• A firm will be selected under Quality and Cost Based Selection (QCBS) and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the policies of the Bank detailed in the Bank’s “Regulations for IPF Borrowers” set out in Section VII, paragraph 7.8 of the World Bank’s “ Procurement Regulations for the IPF Borrowers” July 2016, revised November 2020 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org.
