• The Government of Gujarat has applied for financing from the World Bank toward the cost of the Gujarat Resilient Cities Partnership: Ahmedabad City Resilience Project, and intends to apply part of the proceeds toward payments under the contract for the Works. This contract will be jointly financed by the World Bank for Design and Build (DB) portion and by Ahmedabad Municipal Corporation for operation & maintenance (O&M) component.
• The Ahmedabad Municipal Corporation now invites online Proposals from the eligible Applicants for the Works.

Please see table below for a brief description of the Works.

• The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, Revised August 2018, July 2018 and November 2020” (“Procurement Regulations”), and is open to all eligible Proposers.
• Interested eligible Proposers may obtain further information by writing to the City Engineer, Water Resources Management (WRM), Ahmedabad Municipal Corporation at the address given below.
• A complete set of RFP documents comprising of three Parts (Part 1: Proposal Procedures, Part 2: Employer’s Requirements and Part 3: Conditions of Contract) in English is available at free of cost for download including the BOQ, online at the website: https://eprocure.gov.in from 07-03-2024 up to the last date & time of submission of the Proposal. However, proposal submission shall attract a fee. Proposers will be required to register on the website. Proposers are required to pay the cost of RFP document (non-refundable) as per table above which is payable, as stated on the website. The payment in Indian currency or equivalent United State Dollar (US$) shall be “online” method only, using any one of the following modes of payment: (i) Internet Banking (ii) RTGS (Real-Time Gross Settlement) (iii) NEFT (National Electronic Fund Transfer) (iv) Credit Card (valid internationally) (v) Debit Card (valid internationally).
• For submission of the Proposals, Proposers are required to possess a digital signature certificate (DSC) from one of the certifying authorities (CAs) authorized by Government of India for issuing DSC. Proposers can access the list of licensed CAs from the link (www.cca.gov.in). Aspiring Proposers who have not obtained the user ID and password for participating in e-procurement in this project may obtain the same from the website: http://www.cca.gov.in/cca/. A non-refundable fee for obtaining DSC will be required as per the fee structure of the licensed CA and should be paid directly to the CA.
• Proposals shall comprise of two Parts, namely the ‘Technical Proposal’ and the ‘Financial Proposal’ and both proposals must be simultaneously submitted online on or before 12:00 hours on 13-05-2024 (Any proposal or modifications to proposal (including discount) received outside e-procurement system will not be considered. The electronic procurement system would not allow any late submission of proposals. The “TECHNICAL PROPOSAL” will be publicly opened online on 13-05-2024 at 12:30 hours in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below and the opening could also be viewed by the Proposers online. The “FINANCIAL PROPOSAL” shall remain unopened in the e-procurement system until the second public Proposal opening for the financial proposal. If the office happens to be closed on the date of opening of the proposals as specified, the Proposals will be opened on the next working day at the same time and venue.
• All Proposals must be accompanied by a Proposal Security of the amount and currency stated in table. The Proposal Security should be in any one of the forms as specified in the RFP documents and shall have to be valid for 28 days beyond the validity of the Proposal. The original Proposal security documents in the approved form shall be submitted as per the procedure described in the paragraph below. All Proposals must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
• The Proposers are required to submit (a) original ‘proposal security’ in approved form; and (b) original affidavit regarding ‘correctness of information’ furnished in the proposal. Documents must be submitted to the office below on or before the Proposal opening at i.e., the deadline given above, either by registered post/speed post/courier or by hand, failing which such Proposal(s) will be declared non-responsive and will not be opened.

A pre-Proposal meeting will be held on 18-03-2024 at 15:30 hours IST at the office below to clarify the issues and to answer questions on any matter that may be raised at that stage as stated in ITP Clause 7.4 of ‘Instructions to Proposers’ of the RFP document. Proposers are advised to download the RFP document prior to the pre-proposal meeting in order for Proposers to have a good understanding of the scope of the requirements under this contract for discussions and clarifications at the pre-Proposal meeting. The site visit will be arranged on 18-03-2024 at 11:00 hours IST from the office below. If required, a second pre-proposal meeting will be held; the details of which will be informed later to clarify the issues further, if any.

• Other details can be seen in the RFP documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify Proposers of any updates, the Employer shall not be liable for any information not received by Proposers. It is the Proposers’ responsibility to verify the website for the latest information related to this Proposal.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
