1. The Government of West Bengal (GoWB) through Government of India (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a loan (hereinafter called “loan”) toward the cost of West Bengal Inland Water Transport, Logistics and Spatial Development Project. The West Bengal Transport Infrastructure Development Corporation Limited (WBTIDCL), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for “Design, Build, operation and maintenance of hybrid electric ferries under the WBIWTLSD Project, Transport Department, Government of West Bengal in the KMA”. Payments by the Bank will be made only at the request of the WBTIDCL and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the WBTIDCL shall derive any rights from the loan agreement or have any claims to the proceeds of the loan.
2. The West Bengal Transport Infrastructure Development Corporation Limited now invites sealed Bids for “Design, Build, operation and maintenance of hybrid electric ferries under the WBIWTLSD Project, Transport Department, Government of West Bengal in the KMA”. 3. The procurement will be conducted through International Competitive Bidding using Request for Bid (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible applicants may download the complete tender document from NIC’s e-Tendering Portal of Govt. of West Bengal, i.e., https://wbtenders.gov.in.
5. The Bidder shall only submit Bid electronically through NIC’s e-Tendering Portal of Govt. of West Bengal, i.e. https://wbtenders.gov.in.
6. The Bidder should enroll online in the e-Tendering platform. The Bidder shall obtain a Digital Signature Certificate (DSC) (issued by a licensed Certifying Agency as approved by the Controller of Certifying Agency as per Information Technology Act 2000) as prescribed in the e-Tendering portal to complete online enrolment and Bid submission. The Bidders are advised to submit their Bids online in the e-Tendering platform well in advance before the prescribed time. Late bids will be rejected.
7. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest information related to this bid.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
