• The Government of Assam (GoA) through Government of India (GoI) has applied for financing from the World Bank towards the cost of Assam Disaster Resilient Hill Area Road Development Project and intends to apply part of the proceeds for Consultancy Services (‘the Services’).
• The consulting services include but shall not be limited to tasks mentioned in the Terms of Reference (ToR) which can be downloaded from the websites www.assamtenders.gov.in
• PWRD intends to engage a qualified eligible multi-disciplinary consulting firm in the field of highway engineering with very high experience in the design of hill roads, slope stability, disaster and climate resilient road, elevated roads, tunnels, etc. for feasibility Study, preparation of Detailed Project Reports (DPR) and bidding documents for improvement, upgradation, reconstruction and rehabilitation under different modes of contracting.
• The Chief Engineer (EAP), PWRD, Assam now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
• The Short-listing Criteria are:

The Firm/Agency should

• Have been in business for at least the last 10 (ten) years (i.e, 2013 to 2023);
• Have proven experience of successfully completed similar assignments of road/highway projects related to feasibility study, viability study, preparation of Detailed Project Report (DPR) with Central Government/ State Government in India in the last 5 (five) years (i.e, 2018 to 2023) as per following:
• Have completed 3 (three) similar assignments of road/highway projects of minimum length 300 Km. Consultancy cost of each project shall not be less than INR. 18.00 Crore or equivalent.
• Have completed 1 (one) similar assignments of road/highway project of minimum length of 150 Km in hilly areas. Consultancy cost of each project shall not be less than INR. 15.00 Crore or equivalent
• Have an average Annual Turnover of INR. 100.00 Crore or equivalent from consulting services in the last 5 (Five) Financial Year (i.e, 2022-23, 2021-2022, 2020-2021, 2019-2020 & 2018-19);
• Have technical and managerial capacity in the following domains i.e. field of highway engineering with capability in the design of hill roads, slope stability, disaster and climate resilient road, elevated roads, tunnels etc. to carryout preparation of feasibility study, detailed project report (DPR) and bidding documents for improvement, upgradation, reconstruction and rehabilitation under different modes of contracting.

(Note: Key Experts shall not be evaluated at the short-listing stage but at the RFP stage).

• For JV proposal, minimum 60% for lead member and 40% for other member shall be considered in shortlisting. Maximum number of JV members shall not be more than two (2).
• Consultants may associate with other firms in the form of an Association or as sub consultancy to enhance their qualifications. No key personnel of the Associated partner or sub-consultant shall be allowed.
• The lists of documents to be submitted along with EOI are:
• Name, address, email, telephone, Cell Phone Number, along with a note on the Ownership and organizational structure & core business area of the consulting firm;
• Document(s) to demonstrate that the firm is in the business for the last 10 years i. e. from FY 2013-14 to 2022-23
• Document(s) relating to details of Similar Assignments as mentioned above executed during the last 5 years i.e. 2022-23, 2021-22, 2020-21, 2019-20 & 2018-19 supported by completion or acceptance certificate(s) of the Employer; Preference will be given to the firms which have the experience of doing similar assignments in hilly areas
• Certificate from the statutory Auditor/Chartered Accountant stating the year wise annual turnover during each of the last five (5) financial year i.e. 2022-23, 2021-22,2020-21, 2019-20 & 2018-19;
• A short write-up on technical and managerial capability of the firm (key personnel would not be evaluated at this stage and hence CVs shall not be submitted).

(Note: EOI shall preferably be not more than total 100 pages)

• The Employer intends to engage the services of a consultant for the afore-mentioned works. The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition September, 2023 as amended from time to time [under IBRD Loans and IDA Credits & Grants] by the World Bank Borrowers, setting for the World Bank’s policy on conflict of interest.
• A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Consultant Guidelines of the World Bank.
• The list of Roads and locations thereof including Terms of Reference (TOR) will be available in the website: http://www.assamtenders.gov.in.
• The consultancy services shall be for a period of 360 (three hundred sixty) days from the commencement date.

Expression of Interest must be submitted online in the e-tendering system https://assamtenders.gov.in only utilizing the two designed folders in the system on or before December 05, 2023 upto 14:30 hours (IST).
