Original last date for submission of EOI was 29/09/2023 however it was extended to 06/10/2023.

The Committee checked and confirmed that the EOI packages were not tampered or damaged and there is no withdrawal of the EOI. Before formally opening the EOI, the Committee assigned a unique reference number to each EOI package as PFA-EOI/Sl.No/abbreviation of the NGOs/District applied for. The name of the NGO and district applied for are read out in the meeting and recorded.

Summary of the EOI received

A total number of 44 (Forty-Four) EOI were received from 15 NGOs for 14 districts. No EOI received for Mokokchung district.

The Evaluation Committee open each EOI submitted and copies signed by all members. At the preliminary stage, 5 (Five) numbers of NGOs were eliminated due to non-fulfilment of the criteria. The main reasons for elimination are a) Registration certificate of the firms is not renewed and has expired, no similar activities/project were carried out by the NGOs, the firms/NGOs do not have the requisite average turnover of 15 lakhs in the past three years, there is no short write-up on technical and managerial capability of the firm. No Document (s) to demonstrate that the applicant is in operation for the last 07 years etc.

The NGOs qualified in the preliminary examinations stage were evaluated by the Evaluation Committee as per the criteria mentioned in the Request for Expression of Interest (REOI). The NGOs were evaluated based on their presence, experience with community development activities and project related activities in the allocated district. Consultant Firms/NGOs scored above the minimum qualifying points of 70 points were recommended to the higher authority for approval and issuance of RFP.

Summary Note:

• Five nos. of NGOs were eliminated in the preliminary examinations stage.
• Wokha, Peren, Zunheboto and Mon districts shall have two numbers of PFA as PFA-1 and PFA-2 (2 nos. of FPA)
• Chiimoukedima and Niuland districts combined will have only one PFA.
• EOI opening meeting minutes and detail EOI report shall be uploaded in STEP once approved by the competent Authority
