The Government of India has received a loan from the World Bank towards the cost of the Capacity Augmentation of National Waterway – 1, Project and intends to apply a part of the funds to
cover eligible payments under the contract for construction of works as detailed below.
Re-Engineering of Bend in Approach Channel Up- stream of Farakka Navigation Lock on National Waterway-1 (River Ganga)
Bidding will be conducted through National Competitive Bidding procedures agreed with the World Bank. Bidding is open to all eligible bidders as defined in the World Bank’s Guidelines:
Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011_Revised July 2014.
Interested eligible bidders may obtain further information from Inland Waterways Authority of India, Ministry of Port, Shipping & Waterways Government of India; Project Director, e-mail
vc.iwai@nic.in. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria),
to qualify for the award of the contract. Additional details are provided in the Bidding Documents.
Average annual financial turnover during last five years ending 31st March of the previous financial year (FY 2021-22), should be i.e., INR 4,11,60,000.00
Similar Work, Experience of having successfully completed similar works i.e., dredging on rivers or ports or contract management of vessels, manning of vessels or vessel related marine
works or Wet Excavation in Dams or River Dredging and management of dredging materials or Dredged material used in reclamation of port / harbour or similar nature of works during last 7 years
ending last day of month previous to the one in which this tender is invited should be either of following
Three similar works each costing not less than INR 3.66 Crore / 1.08 Lakh m3 of dredging quantity Or
Two similar works each costing not less than INR 4.57 Crore / 1.35 Lakh m3 of dredging quantity Or
One similar work costing not less than INR 7.32 Crore / 2.17 Lakh m3 of dredging quantity
Cash Flow for minimum of (6) six months of operation INR 4,57,33,333.00

The Inland Waterways Authority of India, Ministry of Shipping, Government of India (Implementing Agency) invites online bids for the construction of works detailed below in the table. The
bidders may submit bids for the work indicated therein. Interested bidders may obtain further information and inspect the bidding documents at the address given below during office hours.
Complete set of Bidding Documents is freely available on the NIC Portal in English may be downloaded by the interested bidders from NIC- e-procurement portal, free cost. However, to
participate in the tender, bidder has to pay a non-refundable fee of Rs. 6000/- inclusive of GST (Rs. 5085 + Rs 915 (GST)@18%). The method of payment will be Demand Draft, to be submitted along
with the bid. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated
For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) Class II from one of the Certifying Authorities authorised by Government of India for issuing
DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website:
https://eprocure.gov.in/cppp/download/disp. A non-refundable fee of INR 6000/- (inclusive of tax) (Rs. 5085 + Rs 915 (GST)@18%), is required to be paid. The method of payment will be Demand
Draft. Payment documents are to be submitted along with other documents listed in paragraph 9 below before the bid submission deadline.
All Bids must be accompanied by a bid security of the amount specified for the work in the table below, drawn in favour of Inland Waterways Authority of India, Ministry of Shipping,
Government of India. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure
for submission of bid security is described in Para 9.
Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online CPPP Portal online
https://eprocure.gov.in/eprocure/app (website) on or before 15.00 hours on 13.11.2023. and the ‘Technical Part’ of the bids will be publicly opened online on the same day at 15.30
hours, in the presence of the bidders designated representatives who wish to attend. The “Financial Part” shall remain unopened in the e-procurement system until the second public
Bid opening for the financial part. Any bid or modifications to bid (including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the
date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic bidding system would not allow any late submission of bids.
The bidders are required to submit (a) original payment documents towards the cost of bid document; and registration on e-procurement website (if applicable); (b) original bid security in
approved form; and (c) original affidavit regarding correctness of information furnished with bid document with Project Director (JMVP), A-13, Sector-1, NOIDA, Gautam Buddha Nagar – 201301,
UP before the bid submission deadline, either by registered post/speed post/courier or by hand, failing which the bids will be declared non-responsive and will not be opened.
A pre-bid meeting will be held on 23.10.2023 at the office of Inland Waterways Authority of India, NOIDA to clarify the issues and to answer questions on any matter that may
be raised at that stage as stated in ITB Clause 7.4 of ‘Instructions to Bidders’ of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting
in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting.
Other details can be seen in the bidding documents. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to
notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. It is the bidders’ responsibility to verify the website for the latest
