FLOATING TENDER FOR UGRADE OF PULSAR UNIT/ CPU/ OTP FEATURE TO ENHANCE SECURITY FEATURES IN GVR MPD PROCURED IN FY 2015-16 AND 2016-17 Tender Terms and conditions-Upgrade of
Pulsar Unit/Circuitry System in MPD Gilbarco 242 Model Technical Specification of Pulsar Unit & Circuitry System: 1. Pulser: Magnetic, Self-Destructive, Non openanble, Non
Repairable Potted with 128 Bit AES Or Equivalent Encryption Certified by CDAC or Any other Govt Laboratory 2. OTP Functionality for change in any hardware or electronic cards
which affects delivery & measurements of petroleum products and Calibration process 3. Arrangement i.e E Cal card to be shifted under sealed Metal Box and Software Upgrade to
make MPDs Tamperproof in line with approval granted by Legal Metrology 4. Family integration among all critical cards ( Upgrade of CPU, Display, Pulser, Preset Key pad, E Cal Card
and 128 Bits Integration End to End. 5. Upgrade of Software to ensure that any tampering or unauthorized alteration of hardware or software will result in the MPDs to stop
functioning. The MPDs should only start functioning after authorized through OTP functionality Special Terms and Conditions: " Disposal of old Pulsar Unit, Circuitry system and
Other Elements shall be ensured by OEM in presence of BPCL Authorized/Nominated Representative. " Deployment of different service engineer (other than the regular CAMC Service
Engineer) for replacing / collecting and destroying old pulsars & circuitry system. " Liaison with Legal Metrology department for Removal of existing W&M seal for
replacement of existing Pulsar Unit & circuitry system shall be done by Territories. " Installation of new Pulsar Unit, Circuitry system, Metal Box & Recalibration of MPDs
after upgrade is inclusive of quoted rate. No additional payment shall be done on account of associated job if any involve in this upgrade process. " Payment within 30 Days after
satisfactory installation /Upgrade of new feature. All necessary supporting documents Service Report duly signed by dealer/company authorized agent needs to produce with Bill. "
Completion of work within 30 Days after issue of Purchase order. " Purchase order for upgrade of MPDs shall be issued by Respective Territory against finalized contract. "
Maintenance/Replacement of New Circuitry system/Pulsar/CPU etc shall be done under existing ARC Terms and conditions of MPD. No any additional payment shall be made for
maintenance /upkeep of newly installed system used for upgradation. " OTP Feature shall be maintained by OEM. OTP & Family concept feature security shall be ensured by
Supplier. " Taxes as applicable shall be paid extra. " Supply of Material will start after 30 days from issue of Outline Agreement. " Supplier will ensure to provide pulsar units
for minimum 200 MPDs with all associated circuitry and card Per Region/Per Month subject to issue of POs in advance. " Territory will issue Consolidated POs for the existing MPDs
to be upgraded in Maximum Three Lots. " Vendor may raise bill partially for completed site monthly or fortnightly against issued POs. " Territory will ensure installation of
ordered pulsar unit within 180 days and if not installed vendor will raise bill against balance POs quantity after delivery of material at territory office irrespective of
upgrdation completed at site or not . However vendor/OEM will ensure to install these pulsar unit at the earliest after confirmation from Territory. No any additional payment
shall be made to OEM at the time of installation of these balance pulsar unit supplied directly to the territory. " Recalibration charges (W &M Fee) is not in the scope of
vendor. " Suppliers /OEMs shall provide undertaking that upgradtion of MPDs completed as per approval/direction issued by Director Legal Metrology " OEMs shall provide details of
upgraded MPDs to Director LM as mentioned in letter Ref WM-9(75)/2015 Dated 15.03.2018.
