Assignment Title: Consultancy Services for the preparation of Designs, Bidding Documents and Construction Supervision and Capacity Building Activities for Guyana Coastal Adaptation and Resilience Project (CARes)

The Government of Guyana (GoG) has received financing from the World Bank toward the cost of the Coastal Adaptation and Resilience Project (CARes) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include two Phases with several Stages within each Phase as presented below. Phase 1(a) comprises of preparation of a detailed design, Environmental and Social Impact Assessment and Bidding documents for Component 1, and Phase 1(b) covers the activities in Component 2; Phase 2 covers Construction Supervision activities of the works included in Component 1. Project activities cannot exceed the project end date of December 2026 and therefore an efficient delivery programme is required to complete planned project activities within the timeline and budget. The planned project implementation period spans between November 01, 2024, and December 2026. The expected start date of assignment is November 01, 2024.

The Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• At least 20 years of general experience implementing feasibility studies and preparing detailed design, providing procurement support and supervision services for rehabilitation, replacement and automation of hydraulic flood control structures worldwide and specifically in developing countries; experience with drainage sluices and in the Caribbean Region in general and in Guyana or neighboring countries like Suriname in particular is an advantage;
• Have a proven record of successful completion of at least 3 assignments in the past 10 years related to the preparation of design and bidding documents of rehabilitation, replacement, and automation of hydraulic flood control structures with a minimum Consultancy Fees of US$ 1 million and a minimum works value of 25 million US$ each worldwide and specifically in developing countries;
• Have a proven record of successful completion of at least 3 assignments in the past 10 years related to the supervision of rehabilitation, replacement and automation of hydraulic flood control structures with a minimum Consultancy Fees of US$ 0.5 million and a minimum works value of 25 million US$ each worldwide and specifically in developing countries;
• Have knowledge of hydrological and hydraulic modeling and analysis of low-lying urban and rural environments governed by tides and tropical rainfall, and experience with design and implementation of grey-green-blue infrastructure in urban and rural environments;
• Have experience with the setup and implementation of IT asset management tools of flood control infrastructure at government entities worldwide and specifically in developing countries;
• Have experience with development of O&M protocols and training/capacity building of government entities (both operational and tactical level) of flood control structures and in particular drainage infrastructure worldwide and specifically in developing countries;
• Have knowledge of World Bank procedures and requirements, including procurement and safeguards;
• Have expertise with stakeholder engagement of flood control infrastructure interventions in developing countries;
• Have working experience in Caribbean Region and preferably Guyana or neighboring countries.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality- and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
