The Cooperative Republic of Guyana has received a credit from the World Bank, towards the Flood Risk Management Project -Additional Financing (AF-FRMP). The project aims to strengthen the East Demerara Water Conservancy (EDWC) dam and improve planning and monitoring to reduce the risk of dam breaches and overtopping that may lead to flooding. The project will also improve drainage in other coastal areas in Region 4, reducing their vulnerability to flooding. The direct beneficiaries are the populated areas of upper Region 4, commercial and industrial establishments and farmers in this area. The project will indirectly impact the entire Region 4 through improved operations, monitoring and emergency preparedness related to the EDWC system as a whole.
In order to achieve the objective of the Additional Financing - Flood Risk Management Project (AF-FRMP), the Agriculture Sector Development Unit (ASDU), Ministry of Agriculture, will rehabilitate an additional 9 to 12 kilometers to cover areas from Nabaclis to Buxton/Annadale with the additional financing under the FRMP project.
In this regard, the Ministry of Agriculture now invites eligible consulting firms (“Supervisory Consultants”) to indicate their interest in providing the Services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (description of similar assignments, contracts and contracts amounts, experience in similar conditions, availably of appropriate skills among staff, etc.).
The services are expected to take a total of 15 calendar months for the construction period.
Minimum shortlisting criteria are:
(i) At least 15 years’ experience in the area of providing civil engineering services, including not less than 5 years’ experience in project management and construction supervision with verifiable experience of construction safety, quality, schedule and cost best practices.
(ii) At least two (2) similar assignments in the conducting design studies and Supervision of embankments in soft soil environment within the past ten (10) years of which the civil works contract has a value in excess of US$5.0 million each. Design and supervision assignments with flood protection infrastructure/embankments in environments with pegasse/peat soil will be considered advantageous.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Consultants should indicate the form of the association (Joint-venture or sub-consultancy; member in charge; other member/s and or sub-consultants). Joint ventures should submit letters of intent indicating their intent to form a joint venture if awarded the contract and shall provide the above mentioned information for each member of the joint venture.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procurement method set out in the Consultant Guidelines.
