• The Government of Grenada has received financing from the World Bank toward the cost of the Grenada Resilience Improvement Project and intends to apply part of the proceeds toward payments under the contract for Reconstruction of Balthazar Road Bridge.
• The Ministry of Mobilisation, Implementation and Transformation (MIT) now invites sealed Bids from eligible Bidders for Reconstruction of Balthazar Bridge, in the parish of St. Andrew, to include the construction of a steel girder bridge, earthworks, river works, reinforce concrete works, an approximately 230m of road pavement construction. For a construction period of 18 months.
• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” revised September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30 %.
• The Bidding document in English may be obtained by registering on the website https://in-tendhost.co.uk/GND/aspx/Home and searching for the titled document Reconstruction of Balthazar Road Bridge, under the project title Grenada Resilience Improvement Project (GRIP).
• Interested eligible Bidders may submit a request or seek clarification by submitting their enquiry via https://in-tendhost.co.uk/GND/aspx/Home.
• Bids must be submitted electronically through the procurement system at https://in-tendhost.co.uk/GND/aspx/Home on or before September 26, 2025, at 2:00P.M. AST. Late Bids will be rejected. The Bid document be labelled “ORIGINAL BID,” - “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend virtually via Microsoft Teams link on September 26, 2025, at 3:00P.M. AST. All bids labelled “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening after the technical evaluation has been completed.
• All Bids must be accompanied by Bid-Securing Declaration.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
