Consultancy Services for an Enterprise Architecture Change Lead

Project Summary

The Government of Grenada (GoG) has entered into financing arrangements with the World Bank, the proceeds of which will be allocated towards the financing of the Digital Government for Resilience Project (DG4R). The DG4R’s approach is geared towards creating an enabling environment to modernize the public service in the delivery of various services through the use of digital technologies thereby providing high-quality services to its citizens while developing literacy and awareness skills amongst its people.

The first component will build the enabling environment that needs to be in place to modernize public service delivery across whole-of-government (WoG). The objective of this component is to establish the technical, institutional, legal and regulatory foundations that constitute the enabling environment to institutionalize digital government.

The second component will leverage this enabling environment to adopt digital technologies that will deliver a group of selected, high-priority services to citizens. This component will build on the foundations introduced under the first component to enable the delivery of selected government digital services.

The third component will introduce a comprehensive package of initiatives to strengthen institutional capacity, coordination, and management in the context of the challenges and particularities of operating in a small island state context. The objective of this component is to strengthen the institutional and human capacity to manage digital government transformation.

Brief Overview of Scope of works:

• Leadership and Oversight:
• Spearhead transformative changes within the Enterprise Architecture (EA) framework.
• Oversee the implementation process to ensure seamless integration and efficient execution.
• Reporting Structure:
• Directly report to the DG4R Project Manager for effective communication and alignment with project objectives.
• Collaboration:
• Collaborate with the Activity Delivery Team to synchronize efforts and goals.
• Work closely with the project management consultancy firm to integrate external expertise.
• Committee Establishment:
• Establish Activity Delivery Committees (ADC) for each project activity under implementation.
• Committee Responsibilities:
• Empower ADCs to manage the implementation and delivery of relevant project activities.
• Ensure committees align with the overarching goals of the digital transformation initiative.
• Strategic Objectives:
• Drive strategic and impactful changes in the EA framework.
• Foster organizational alignment with a focus on enhancing operational efficiency.
• Digital Transformation Alignment:
• Ensure that changes within the EA framework align with the government"s digital transformation objectives.
• Facilitate the successful implementation of digital initiatives that contribute to the project"s goals.
• Expertise Requirements:
• Strong understanding of enterprise architecture principles.
• Proficiency in digital transformation methodologies.
• Expertise in change management strategies.
• Alignment with Organizational Goals:
• Essential focus on aligning EA practices with the broader organizational goals.
• Contribute to the realization of the overall governmental vision through effective EA strategies.

Qualifications

• Bachelor"s degree in a relevant field such as computer science, management information systems, information technology, business administration, or a related discipline.
• At least 5+ years of experience in leading IT services projects.
• Experience in national-scale systems design, development, implementation, and operations
• Understanding of digital transformation, ICT blueprint, and roadmap development
• Preferable experience working in the Caribbean region.
• Preferable experience working with the Government of Grenada
• TOGAF-certified enterprise architect or TOGAF foundation training.
• Possess an aptitude for establishing cooperative relations and sharing technical knowledge with national authorities, as well as capacity to handle sensitive issues with discretion.
• Must be able to use Office365 project management tool inclusive of Planner, MS Project and SharePoint.

Contract Duration: The consultant will be contracted for seven (7) months.

The Government of Grenada- Ministry of Economic Development, Physical Development, and Energy invites suitably qualified individuals to apply for the position of Consultancy Services for an Enterprise Architecture Change Lead–with the Digital Government for Resilience Project, funded by the World Bank and the Government of Grenada. The ideal candidate will be self-motivated with excellent organizational skills.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, July 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
