REQUEST FOR PROPOSAL

The Ghana Health Service (GHS) has developed a Cost & Managerial Accounting Manual to aid in strengthening the financial management and accountability systems of the Service, especially in supporting the Service with the requisite quantitative tools and data for effective and efficient managerial decision-making. The catalyst outcome of this is to leverage these critical cost & managerial data to aid the costing of services as well as help in managerial decision-making of the Service for the ultimate attainment of efficient resource utilisation, service efficiencies and effectiveness, and quality delivery of services.

The Service, as part of ensuring full automation to drive accuracy and speed in the Cost & Managerial Accounting process, intends to digitise the process by outsourcing the design, development, and implementation of a software solution to achieve this intended goal. The software solution would be custom-made for the GHS and belong to the GHS.

Service Providers will be selected according to the procedures outlined in the Public Procurement Act 663 as amended and in the Guidelines of the Public Procurement Authority of the Republic of Ghana.

1.A firm will be selected using the Quality and Cost-Based (80/20) Selection and procedures described in this RFP.

2. A complete set of Request for Proposal (RFP) Service Providers may inspect documents in English at the address below, and the RFP documents may be purchased online via the Ghana Electronic Procurement System (GHANEPS) by interested service providers upon payment of a non-refundable fee of Three Hundred Ghana Cedis (GHC 300.00) only on the GHANEPS platform.

3. Proposals must be submitted on or before 13th June 2025 @ 14 hours GMT (2:00 pm local time) on the Ghana Electronic Procurement System (GHANEPS)

Please note: Manual Submission will not be accepted.

4. Submissions shall be valid 90 days after the Proposal submission deadline.

5. Submissions shall be opened electronically after the close of tender on Friday, 13th June 2025 at 14 : 30 hours GMT (2:30 PM Local time) on the Ghana Electronic Procurement System (GHANEPS).
