Assignment Title: Consulting Services for the Socio-Economic Impact of the Rehabilitated/Improved Feeder Road Sections of the Atebubu-Amanten Municipality and the three OPBRC works in the Upper West Regions.

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Transport Sector Improvement Project (TSIP) and intends to apply part of the proceeds for the payment of this consulting services for the Socio-Economic Impact of the rehabilitated/improved Feeder Road sections of the Atebubu-Amantin Municipal and the three Output and Performance-based Road Contract (OPBRC) works in the Upper West Regions.

The primary purpose of the Socio-Economic Impact Assessment (SEIA) is to:

  • assess the impacts of TSIP-supported road sector improvement interventions on transportation services, marketing, and related agri-food systems activities within the Bono East Region (Atebubu-Amanten) and Upper West Region project areas; and
  • evaluate the socio-economic impacts on smallholder farmers which can, at least in part, be attributed or imputed to road sector improvement interventions and related outcomes to reduce transportation costs due to improved travel time and/or better access to services, supplies, and markets for agricultural productivity and livelihoods security.

The Consulting Services (“the Services”) include the following services among others:

  • measure ex-ante/terminal socio-economic changes benefiting farming communities along the subject road corridors. The socio-economic impacts to be captured will include but not limited to impact on physical well-being (e.g., food, health), impact on material wealth (e.g. land, housing), impact on social well-being (e.g., access to education and health services) and economic well-being (e.g. access to input market, information, market and other postproduction services such as milling and storage, improved income level, and rate of serving, etc..); and degree of agricultural commercialization (e.g., access to regional value chains, share of produce sold in markets, cropping mix, etc.);

2. examine transport service characteristics along the road corridors and feeders to evaluate complementary public policies and modal investments appropriate to improving the travel environment and enhancing social and economic welfare;

3. Ensure compliance with the World Bank’s gender requirements by focusing research and analysis on the disaggregated impacts for social and economically marginalized and vulnerable groups within the study area as well as showcasing existing capacities and capacity needs to implement and draw down on benefits accruing from the project, especially, to the marginalized and vulnerable groups/communities.

4. Generate lessons and provide recommendations for improving the impacts of future OPBRC road improvement interventions.

5. Present findings to the Government and donors with explicit explanations on the lessons learned and how they can inform future programs/projects

The estimated level of effort (professional staff-months) for Key Staff is 19.0 staff-months. The implementation period for the assignment is expected to be 6 calendar months from the commencement of the assignment.

The detailed Terms of Reference (TOR) for the assignment can be obtained by sending an official request to the email addresses given below.

The Ministry of Roads and Highways (MRH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • General experience in Socio-Economic Impact study within the last ten (10) years.

2. Experience in at least two (2) completed assignments in Socio-Economic Impact of projects funded by the World Bank or other donors within the last ten (10) years:

3. Evidence of experience in similar assignments in Sub-Saharan Africa within the last ten (10) years.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” the Fifth (5th) Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Interested firms must organize their Expression of Interest in the following order:

Chapter 1;

i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv) Organizational chart, a list of Board of Directors, and beneficial ownership.

Chapter 2

  • General experience in Socio-Economic impact study within the last ten (10) years.
  • A summary of experience in at least two (2) completed assignments in Socio-Economic impact of projects funded by the World Bank or other donors within the last ten (10) years.
  • A summary of experience in similar assignment in Sub-Saharan Africa within the last ten (10) years.

Chapter 3

  • Experience of Consulting firms’ staff for the assignment.

The document must be properly paged, and a table of content must be provided.

A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations for IPF Borrowers, Fifth (5th) Edition, September 2023.
