1. The Ministry of Gender, Children and Social Protection has received loan from the World Bank towards the cost of Ghana Productive Safety Net Project 2 Additional Financing (GPSNP 2 AF), and it intends to apply part of the proceeds of this loan to cover eligible payments under the contract for Engagement of Firms for Ghana National Household Registry Scale-Up and LEAP Reassessment.

2. The Ministry of Gender, Children and Social Protection now invites sealed Bids from eligible Bidders for Engagement of Firms for Ghana National Household Registry Scale-Up and LEAP Reassessment in four lots as shown below:

3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations”) – (5th edition).

4. Interested eligible Bidders may obtain further information from the address below[1] and inspect the bidding document during office hours from 9:00 am to 4:00 pm on Friday, 10th June, 2024.

A complete set of the bidding document in English may be purchased and collected by interested eligible bidders at the address below upon submission of a written application and payment of a non-refundable fee of Five Hundred Ghana Cedis (GH¢500.00) cash to the Accounts Unit of the Ministry. Upon payment of the bidding fee, bidders are required to obtain an official receipt from the Accounts Unit before collecting the documents from the Procurement and Supply Chain Management Unit in Room 213 of the Ministry of Gender, Children and Social Protection (New Office Complex near Ridge Church). No arrangements have been made for other methods of delivery of bidding documents.

• Sealed Bids must be clearly marked WITH THE APPROPRIATE PACKAGE NAME AND LOT NUMBER at the back of the envelope and delivered to the address below and into the Bid Box placed at the Reception of the Ministry on or before 23rd July, 2024 at 11:00 am and will remain valid for a period of 90 calendar days (12th September, 2024) after the bid submission deadline. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend in the Conference Room of the Ministry on 23rd July, 2024 at 11:00 am.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9. For bidders’ eligibility, bids must be submitted together with the following: -

• Valid Business Registration Certificate including Form C
• VAT Registration Certificates
• Certificate of Incorporation
• Valid GRA Tax Clearance Certificate (Specific to the assignment)
• Valid SSNIT Clearance Certificate
• Valid PPA Registration Certificate/ Receipt of Payment or Renewal
