REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRM SELECTION)

The Ministry of Communications and Digitalisation has received Credit from the World Bank toward the cost of the Ghana Digital Acceleration Project (GDAP) and intends to apply part of the proceeds for Consultancy Services for the engagement of a Consulting Firm to develop an end-to-end strategy for an Extended Producer Responsibility (EPR) scheme for Electronic and Electrical Equipment, taking into the aspirations of Act 917 for Ghana Digital Acceleration Project.

The Ministry of Communications and Digitalisation now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services. Interested consulting firm or Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

1. Firm/Consultant Experience and Qualifications

The following are the firm experience and qualification requirements required for the implementation of the above assignment:

QUALIFICATIONS AND EXPERIENCE OF FIRM

The consulting firm must demonstrate the following:

• The firm must be a legally registered consulting firm with at least 10 years of experience
• Must have in-depth knowledge and experience in the development of e-waste management strategies, e-waste disposal, environmental, social, and economic impacts assessment and evaluation of government – and development-funded projects in Ghana.
• The firm must provide evidence of at least two similar assignments in Ghana or across Africa
• The firm must have an in depth understanding of the Electronic and Electrical Equipment taking into the aspirations of Act 917.
• The firm must demonstrate understanding of the recycling or disposal of the EEE waste that the Producer generates during the manufacture of EE equipment

Key Experts will not be evaluated at the shortlisting stage.

Duration of the Assignment: 12 Weeks

The attention of the interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on paragraph 3.17 of the Procurement Regulations.

A consultant will be selected in accordance with the consultant’s Qualification-based Selection (CQS) method set out in the procurement regulations.
