REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

The Ministry of Communications and Digitalisation has received Credit from the World Bank toward the cost of the Ghana Digital Acceleration Project (GDAP) and intends to apply part of the proceeds for Consultancy Services for Critical Information Infrastructure Protection (Lead) to Support the Cyber Security Authority as Part Of The Implementation Of The Cyber Security Act, 2020.

The Ministry of Communications and Digitalisation now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Master’s degree in Engineering, Computer Science, Information Technology, Cybersecurity, Business Management, or any related disciplines.
• Professional certifications are also desirable (e.g., CRISC, CISA, CISSP, CISM, GIAC etc).
• A minimum of two (2) Industry-level technical certifications.
• A minimum of twelve (12) years relevant work experience, with proven competencies relevant to this role, three (3) years of which must be at a management level.
• Experience in interpreting and applying Ghana’s Cybersecurity Act, 2020, CII Directive, Cybersecurity Industry best practices using risk management models.
• Experience in developing cybersecurity risk models for the management of security risks across the 13 CII Designated Sectors and enterprise systems.
• Experience in developing advisories for all CII Designated Sectors and Owners; recommending key security controls guidelines to reduce the risk of cyber-attacks.
• Experience in working with IT security policies, standards, and procedures against frameworks such as NIST CSF, NIST 800-53 &30, ISO27001, etc.
• Good understanding and awareness of IT architecture, design, and configuration models.
• Familiarity with security controls including endpoint protection, anti-virus software, intrusion detection and prevention, firewalls, and content filtering.
• Familiarity with common attack techniques against critical infrastructure including DoS/DDos, social engineering, malware/ransomware, vulnerability exploitation, phishing, application vulnerabilities etc.
• Demonstrable experience in producing executive reports and preparation of PowerPoint presentations for executive management.

The attention of the interested Consultants is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment on paragraph 3.17 of the Procurement Regulations.
