  • The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the proceeds for consulting services.

THE OBJECTIVES OF THE ASSIGNMENT

  • The objective of the assignment is to recruit a Program Coordinator (Planning, Macroeconomics, Debt and Public Investment Management) to support the realization of the Program by developing and implementing realistic interventions to strengthen and promote the use of improved fiscal projections for planning and public investment, as well as better allocation of CAPEX.

SCOPE OF SERVICES

  • The Program Coordinator (Planning, Macroeconomics, Debt and Public Investment Management) will provide the program management expertise required to support the implementing agencies in achieving various DLIs and their related DLRs. The scope of work will include the following:

DLI 3: Enhanced coordination and alignment of external finance

DLR 3.1: Fourteen (14) number of sectors where at least 2 meetings of the SWG are held: (a) to discuss the development and implementation of the respective sector development plans and (b) to produce an Annual Donor Coordination Report for a given fiscal year (number of sectors)

DLI 5: Improved management of public investments

DLR 5.1: 75 percent of total CAPEX allocated for: a) funding to completion of legacy near-completion projects, and b) new projects that are pre-appraised in line with PIM regulations (percentage)

DLR 5.2: NDPC has submitted to parliament and publishes its annual report and one semi-annual report including PIM portfolio indicators within six months of the period reported (yes/no - two (2) reports in a given fiscal year)

EXPERIENCE AND QUALIFICATIONS

4. The following are the experience and qualification requirements for the Program Coordinator (Planning, Macroeconomics, Debt and Public Investment Management):

  • A Master’s degree in public finance and accounting, economics, public sector management, or a related field from a recognized university.
  • Membership in a professional body such as ICA-Ghana, ACCA, CIMA, ACCE, etc.
  • At least 10 years work experience in public financial management reforms, including experience with reform processes at a senior level with Government or large international organisations.
  • Extensive knowledge of public financial management systems covering Public Investment Management, Macroeconomics and Debt Management.
  • Work experience in programme coordination and management with the ability to produce technical work plans and monitor their implementation and performance.
  • Strong track record in performance management especially setting targets and ensuring their delivery and realization.
  • Proven capacity to provide technical advice and work with senior government officials, development partners and stakeholders in the PFM environment.
  • Demonstrable experience in knowledge transfer including mentoring and training skills.

CONTRACT DURATION, LOCATION AND REPORTING

5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to renew the contract at the end of the first year. The Program Coordinator (Planning, Macroeconomics, Debt and Public Investment Management) will report to the Program Director, and the duty station shall be at PCO in Accra, with travel requirements across the country.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title Program Coordinator (Planning, Macroeconomics, Debt and Public Investment Management) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 5:00pm GMT on July 3rd, 2023.
