  • The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the proceeds for consulting services.

THE OBJECTIVES OF THE ASSIGNMENT

  • The objective of the assignment is to recruit Program Coordinator (SOE Governance) to support the realization of the Program by developing and implementing realistic interventions to strengthen the oversight, performance management and fiscal discipline of State-Owned Enterprises (SOEs).

SCOPE OF SERVICES

3. The Program Coordinator (SOE Governance) will provide the program management expertise required for the implementation of the World Bank-financed (PFM4SD) Program and support the implementing agencies to achieve various DLIs and their related DLRs. The scope of work will include the following:

DLI 4: Enhanced transparency of SOE sector

DLR 4.1: Fifteen (15) SOEs’ comprehensive performance evaluation reports are submitted by SIGA to the Cabinet (number of reports) [Note: A comprehensive performance evaluation framework would comprise weightage for management performance, corporate governance, and profitability in comparison with the respective peers in the industry]

DLR 4.2: Three (3) comprehensive annual State Ownership Reports are published within 8 months after the end of the FY - & includes debt & contingent liabilities statement, climate-smart investments, and gender representation (number of SORs)

DLR 4.3: One (1) percentage point decrease in the ratio of total net SOE transfers (sovereign guarantees, lending & on-lending to SOEs, subsidies, and tax incentives etc. minus dividends) to the total public spending (percentage)

EXPERIENCE AND QUALIFICATIONS

4. The following are the experience and qualification requirements for the Program Coordinator (SOE Governance):

  • A Master’s degree in public finance and accounting, economics, public sector management, corporate governance or a related field from a recognized university.
  • Membership in a professional body such as ICA-Ghana, ACCA, CIMA, etc.
  • At least 10 years work experience in public financial management reforms, including experience with reform processes at a senior level with Government or large international organisations.
  • Extensive knowledge of State-owned enterprises’ operations and systems.
  • Working experience in programme coordination and management with the ability to produce technical work plans and monitor their implementation and performance.
  • Strong track record in performance management especially setting targets and ensuring their delivery and realization.
  • Proven capacity to provide technical advice and work with senior government officials, development partners and stakeholders in the PFM environment.
  • Demonstrable experience in knowledge transfer including mentoring and training skills.

CONTRACT DURATION, LOCATION AND REPORTING

5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to renew the contract at the end of the first year. The Program Coordinator (SOE Governance) will report to the Program Director, and the duty station shall be at PCO in Accra, with travel requirements across the country.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title Program Coordinator (SOE Governance) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 5:00pm GMT on July 3rd, 2023.
