  • The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the proceeds for consulting services.

THE OBJECTIVES OF THE ASSIGNMENT

2. The objective of the assignment is to engage the Program Coordinator (Monitoring and Evaluation) for (PFM4SD) Program. Specific objectives of the assignment are to:

  • Establish a strong M&E Unit that will monitor and coordinate the overall performance and achievement of the Program’s objectives and the current and future PFM4SD Programs being implemented.
  • Establish a database of Program Performance
  • Design and Develop M&E Framework and ensure its implementation
  • Develop monitoring and evaluation plans for the program

SCOPE OF SERVICES

3. The Monitoring and evaluation of the Program implementation process is required to ascertain whether the policy and implementation framework developed under the Program continues to remain on track and sustainable as initially envisaged at the design stage

The consultant shall, inter alia

  • Assess the status of the Program Implementation Plan
  • In collaboration with the Program Coordinating Office (PCO), develop and/or update the M&E strategy for the program, including guidelines, key performance indicators and targets and relate these to the results indicators of the program
  • Liaise with heads of the various Implementing Agencies (IAs) to identify indicators and milestones to measure performance and progress
  • Develop reporting formats required to be completed by the IAs
  • Coordinate with various key stakeholders involved in the monitoring process
  • Liaise with program implementing agencies to ensure quality and consistency of data collected
  • Arrange for the conduct of third-party verification
  • Oversee production of impact studies of program effectiveness
  • Conduct special ad hoc studies to assess specific issues under the program as needed
  • Feed data/information into annual monitoring and progress reports to ensure consistency with the definition and methodology of data collection by keeping an M&E plan for each indicator
  • Assist Program Coordinators in preparing physical progress reports, which should include narrative information and output indicators, linking financial information with physical progress and reporting on issues requiring attention
  • Provide quality assurance for Quarterly Program Implementation Reports prepared by the Program Coordinators for consideration and dissemination by the PCO
  • In collaboration with each IAs monitor progress through field visits as may be required, offer feedback, and maintain regular communication with relevant stakeholders
  • Track and analyze progress towards agreed outputs of each IAs in line with the monitoring framework

EXPERIENCE AND QUALIFICATIONS

4. The Program Coordinator (Monitoring and Evaluation) must have the following educational qualifications and experience:

  • At least Master’s degree in monitoring and evaluation, economics, public administration, ICT, accounting, human resource management or related disciplines.
  • Post graduate certificate in M&E
  • Have at least 10 years work experience in M&E with at least 5 years work experience with the World Bank; the African Development Bank or similar institutions and Multi/bi-lateral Donor projects
  • Experience in IT related M&E will be an added advantage
  • Good understanding of the project/program and results-based management
  • Good understanding of the program for results-based implementation arrangements
  • Familiarity with the country environment in Ghana

CONTRACT DURATION, LOCATION AND REPORTING

5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to renew the contract at the end of the first year. The Program Coordinator (Monitoring and Evaluation) will report to the Program Director, and the duty station shall be at PCO in Accra, with travel requirements across the country.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title Program Coordinator (Monitoring and Evaluation) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 5:00pm GMT on July 3rd, 2023.
