The Ministry of Finance has received financing from the World Bank towards the cost of the Public Financial Management for Service Delivery Program (PFM4SD) and intends to apply part of the
proceeds for consulting services.
THE OBJECTIVES OF THE ASSIGNMENT
The objective of the assignment is to recruit a Change Management and Communication Coordinator to support the effective realization of the Program by developing and implementing an
impactful and actionable project-wide Change Management Strategy and Change Program, with supporting Change Action Plans and Communication plans for each of the DLR results areas.
SCOPE OF SERVICES
3. The PFM4SD Change Management and Communication Coordinator will provide the Change Management and Organizational Development expertise required for the implementation of the World
Bank-financed Public Financial Management for Service Delivery (PFM4SD) Program. The scope of work will include the following:
Change Programme Strategy Facilitation and Change Programme Action Planning
Review PFM4SD implementation activities and identify people and organizational factors that could affect the successful realization of the PFM4SD implementation activities for both
implemented and planned systems and related technologies.
Implement a multi-faceted Change Management Programme and communication strategies which prioritizes People and Culture change with specific interventions designed to facilitate behavioral
and environmental shifts, key to strengthening the end goal of enhanced and accelerated improved Service Delivery.
Consult with PFM4SD implementing agencies (CAGD, PSC, MoF, IAA, GAS, SIGA, PARLIAMENT, PPA, GRA, NDPC, and MPE) to identify desired and undesired practices that need to be encouraged or
changed respectively.
Develop regular annual (and quarterly) work plans with costs for the implementation of the PFM4SD change management strategy and ensure the plans are realised to the desired effect in the
course of the implementation.
Building Change Capacity and internal Change Enablers
Develop and mainstream change management and communication infrastructure within each of the implementing agencies to enable sustainability of the change efforts as a result of the Program.
Some MDAs already have Change champions who can be a good foundation for institutionalising change agents for the Program.
Work with the PFM4SD implementing agencies to identify, train and coordinate a group of change agents that will work with the MDAs/MMDAs to ensure the PFM4SD’s change management issues
are institutionalized and sustained. Suggest and implement relevant training requirements as well as re-tooling needs and team building initiatives to condition the change agents accordingly.
Undertake capacity building and knowledge transfer to the change agents.
Change Communications
Develop appropriate change management communication messages for the website, flyers, regular emails, blogs, social media etc. to enable the spread of the appropriate change messages,
especially the preparation of the monthly Bulletin.
Develop working relationships with the communication departments in the PFM4SD implementing agencies to institutionalise the communication of the PFM4SD change messages.
Design change messages that are required prior to the commencement of training sessions to ensure that the Program is understood and appreciated by all trainees.
Coordinate and maintain a record of Frequently Asked Questions (FAQs) for distribution to users, clients, and any other stakeholders that need information on the PFM4SD.
Change tracking, assessment and review
Prepare required reports documenting the effects of the change management interventions in the outcomes of the PFM4SD activities with appropriate attribution metrics.
Conduct PFM4SD user satisfaction and feedback surveys to determine key issues affecting users and work with the different PFM4SD implementing agencies to ensure the identified issues are
addressed to ease the PFM4SD usage.
Any other tasks that may be assigned from time to time with respect to the realization of the change management and communication-related interventions on the PFM4SD.
Project Management and Team Management
Coordinate the ongoing change management pilots and document multiple variants of the problem-solving methodology (step-by-step) and lessons learned for replication on a more frequent basis
Manage the preparation and implementation of change management activities
Recruit and train national Change Management Facilitators for the implementation of change management activities
Assign Change Management Facilitators to the respective PFM4SD’s implementing agencies based on the problems identified
Monitor the work of Change Management Facilitators and manage the individual workloads.
Knowledge Sharing and Dissemination
Manage the cross-fertilization among PFM4SD’s implementing agencies with respect to problems solved in one ministry which may have some potential application in other ministries
Document the change management methodologies so evolved, lessons learned, and achievements, and disseminate/impart these skills to IAs in selected ministries, and also see how these could
be included in the necessary curriculum for PFM education of government officials
Produce/oversee the production of semi-annual statistical data reports
Produce/oversee production of semi-annual analysis of program progress
Ensure that the change management activities have a direct impact on improving service delivery in particular for the results areas selected in each of the implementing agencies.
Monitor the results indicators for the activities and provide necessary reports to the authorities, PFM Steering Committee, and the World Bank.
EXPERIENCE AND QUALIFICATIONS
4. The following are the experience and qualification requirements for the Change Management and Communication Coordinator:
Master’s degree in a relevant discipline such as public administration, organizational development, strategic management, human resource management or related disciplines.
At least 10 years work progressive experience with organizational change with a focus on the adoption of PFM for socio-economic development.
Membership in professional bodies such as certified change management professional (CCMP), HR practitioner’s certification etc.
Demonstrable experience in developing and managing communication messages for social-economic change and development.
Proven track record of implementing change in the public or the private sector.
Demonstrable experience in knowledge transfer including coaching, mentoring and training competencies.
Any change management training and related certification will be an added advantage.
CONTRACT DURATION, LOCATION AND REPORTING
5. The assignment is initially for 2 years renewable annually subject to satisfactory performance of the contracted scope. PCO will conduct annual performance reviews to determine whether to
renew the contract at the end of the first year. The Program Coordinator (Change Management and Communication) will report to the Program Director, and the duty station shall be at PCO in
Accra, with travel requirements across the country.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised
November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with Individual Selection Method as set out in the Procurement Regulations. Expressions of Interest which must bear the title
