Title of Assignment: Consultancy Services for the Preparation of Sanitation Masterplan for the Kumasi Metropolitan Area (KMA)

The Government of Ghana, acting through the Ministry of Sanitation and Water Resources, is implementing the Additional Financing - GAMA Sanitation and Water Project with the objective of increasing access to improved sanitation and improved water supply in the GAMA and GKMA, with emphasis on low-income communities, and to strengthen the management of environmental sanitation. Consequent to the project objective, the Ministry of Sanitation and Water Resources intends to apply part of the proceeds from the Project to hire a consultancy firm to develop a participatory sanitation master plan and action plans for the Kumasi Metropolitan Area (KMA). Citywide Inclusive Sanitation (CWIS) Approach lies at the core of implementation of GAMA-AF. The GKMA Sanitation and Water Project has utilized a few CWIS tools to better understand the sanitation context in the implementation areas. The Project adapted the CWIS rapid assessment tool to assess the status of sanitation in the beneficiary communities. The results of the rapid assessment helped shaped the design of strategies for implementation of the on-site household sanitation sub-component of the Project. The Project also undertook a deeper factfinding survey in the Kumasi Metropolitan Assembly (KMA) with the aim of identifying challenges and propose solutions along the sanitation service chain. This involved field visits to public toilets, open defecation sites, faecal sludge disposal and focus groups discussions with the waste management department, environmental health unit, planning department and other key officers of the Assembly. The key outcome of the factfinding survey was the need for a comprehensive sanitation master plan and action plan for Kumasi, the second biggest city in Ghana.
The objective of this consultancy is to develop a comprehensive sanitation master plan, with strategic action plan, for the Kumasi Metropolitan Assembly (KMA) using participatory processes. The master plan and strategic action plans are to be developed in line with the Citywide Inclusive Sanitation Approach. In line with this approach, sanitation is to be approached as a service to be delivered, with technical solutions considering the full sanitation service chain – i.e., household containment, collection, conveyance, treatment, and safe disposal – for all residents of a city. The approach further ensures focus on: (i) embedding sanitation within the framework of good urban governance and municipal services provision; (ii) establishing clear roles and responsibilities, with accountability and transparency, and robust service delivery management; (iii) delivering ‘safe management’ through the sanitation chain – for both onsite sanitation and sewers – to ensure separation of fecal contamination from people across the whole city; (iv) services rather than technologies – allowing for diversity of solutions and approaches; (v) basing decisions on capital and operational budgets (always planning for operation and maintenance); and (vi) facilitating progressive realization, building on what is already in place. The scope of work involves the following: (i) assessing the current sanitation service provision, considering technical, financial, institutional, legal/regulatory and social aspects; (ii) assessing strategic options for improving sanitation (on-site and sewered) services in the city; (iii) developing a master plan, with strategic action plan, including appropriate institutional framework, financial and business arrangements, regulatory framework, customer-oriented programs, and infrastructure solutions covering on-site and sewered sanitation, including wastewater/fecal sludge collection, treatment and disposal; and (vi) providing support for consensus building around the strategy, institutional framework and action plan. A comprehensive strategic action plan for sanitation will be developed covering the entire KMA. The plan should include activities to be taken in the short, medium, and long term to prioritize and phase investments/implementation. It is expected that the consultant who will be employed for this study will consider all factors that impact sanitation interventions while developing the proposed plan, including but not limited to the technical, financial, institutional, regulatory, social, and land use of the study area. The work will include two main tasks: (1) an assessment of existing conditions for sanitation, (2) development, through a participatory process, of the master plan, and associated strategic action plan. As detailed in the following task descriptions, the assessment and development of the master plan will need to be done in a participatory manner, ensuring sufficient engagement at key stages with households, sanitation service providers, water utility, community authorities, local NGOs, local civil society, etc. The strategic action plan will be used to determine the priority, high social impact interventions.
The total person-months for the assignment is estimated as 20 person-months. It is envisaged that the following key staff would be required for the assignment: Team Leader; Sanitation Engineer Social Development Expert; Economist/Finance Analyst and Development Planner. It is estimated that the assignment shall be for a period of approximately 60 weeks.

The Ministry of Sanitation and Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

The attention of consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Regulations.
