The Federal Archives is mandated by law to reconstruct and index the records that were shredded by the staff of the state security service and intended for destruction during the events of the Peaceful Revolution in the GDR in the fall/winter of 1989/1990, in order to make these available for the purposes under the Stasi Records Act.

Around 15,400 containers of various sizes exist, which are filled with shredded papers of various formats, qualities, markings, and colors.

The Federal Archives intends to augment the reconstruction process, which is only conducted manually at present, with an IT-supported process that is still to be developed, in order to accelerate the reconstruction process significantly as well as re-establish the legibility of those documents in particular that either cannot – or cannot reasonably – be re-assembled by hand due to their high degree of destruction. In preparation of an award procedure, the Federal Archives requires an understanding of the provider market and the possible technical solutions for the described task.

This expression of interest procedure is initially intended for the purpose of a market survey for determining potential and suitable solutions or solution approaches as well as suitable service providers for a possible call for tender. Moreover, the expression of interest procedure serves to identify possible opportunities and risks and enable cost estimations and feasibility forecasts in order to derive the subsequent measures and approach.
