The Government of Georgia has received financing from the World Bank toward the cost of the Georgia Resilient Agriculture, Irrigation and Land Project (GRAIL) and intends to apply part of the proceeds toward payments under the contract for non-consulting services for AI-based Verification Service.

Bid opening will take place electronically using the Georgian E-Government Procurement System with certain modifications. Major modifications to the Georgian E-Procurement System are:
- Functionality of the three rounds of the e-Reverse auction is removed. Rounds will not be applicable.
- The estimated cost of the contract is disclosed in the E-Procurement system and bidders can submit a bid price, which could be below or above the estimated cost, however pricing the bid is the responsibility of the bidder, which shall be based on the current market prices and any other factors, which may influence the pricing of the proposed works.
Bidders shall submit their bids Only Electronically through the Georgian E-Government Procurement System.
Please note that the Quotation will be conducted using national open market procedures and is open to all eligible bidders as defined in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023 (“Procurement Regulations”) and is open to bidders from all countries as defined in the guidelines.
- The Bidder must submit the total quoted Price in the Georgian E-Government Procurement System;
- The Person who signs the Bid must have the Power of Attorney.
