Assignment Title: Updating the existing Environmental and Social Impact Assessment Report for the Modernization of Sagarejo-Bakurtsikhe section of S5 Kakheti Highway

• The Government of Georgia has received financing from the World Bank toward the cost of the Kakheti Connectivity Improvement Project and intends to apply part of the proceeds for consulting services.
• The objective of the Project is to revise, update, and adapt the existing Environmental and Social Impact Assessment (ESIA) report for the modernization of the Sagarejo–Bakurtsikhe eastern section of the Kakheti Highway, for the purposes of construction and operation of Lot 4 (from Badiauri Interchange to Chalaubani Interchange) and Lot 5 (from Chalaubani Interchange to Bakurtsikhe).
• The consulting services (“the Services”) include: Updating the existing Environmental and Social Impact Assessment Report for the Modernization of Sagarejo-Bakurtsikhe section of S5 Kakheti Highway.
• The primary objectives of the consulting services (“the Services”) are as follows:

Revise the identified sensitive environmental, social, and cultural heritage receptors within the Kakheti Region; Revise or identify the social baseline of project impact area; Update the description of the existing national laws and regulations pertaining environmental management, social protection and management of cultural assets, as well as typical industry practice under road construction in Georgia, on labor management procedures in light of the World Bank’s Environmental and Social Framework (namely, ESS2); Describe institutional set-up for administering and enforcing the Environmental and Social Management Plan (ESMP) throughout the construction and operation of the subject sub-section of the highway, identify weaknesses and gaps in this set-up, and recommend measures for addressing the identified weaknesses, etc.

6. The total estimated duration of assignment is 2.5 months.

7. The Roads Department of the Ministry of Infrastructure of Georgia (RDMOI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selection criteria are:

Key Experts will not be evaluated at the shortlisting stage. The Roads Department reserves it"s right to verify submitted references and use obtained information for evaluation purposes.

8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Client under the contract.

9. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company. Experience in the projects relevant to the assignment should be submitted in the form uploaded together with the Terms of Reference.

10. A Consultant will be selected in accordance with the Selection Based on Consultant’s Qualification (CQS) method set out in the Procurement Regulations
