Assignment Title: Consulting Services and Business Skills Development Manager

Enterprise Georgia (EG), under the Relief and Recovery for Micro, Small, and Medium Enterprises (MSMEs) Project supported by the World Bank (WB), intends to allocate a portion of the loan proceeds to procure consulting services for a Consulting Services and Business Skills Development Manager (National Consultant).
The Project Development Objective for the Relief and Recovery for MSME operation is to provide relief to MSMEs and support their recovery, including by strengthening the enabling environment for access to finance.
Project Description
The Project will be implemented nationwide and will consist of four components:
Component 1 – Financial relief and recovery for MSMEs
Component 2 – Digital payments & financial infrastructure upgrading
Component 3 – Project management and Monitoring
Component 4 – Contingent Emergency Response Component
A substantial portion of the Project activities fall under Component 1. Component 1 will be implemented by EG, which is a governmental economic development agency operating under the Ministry of Economy and Sustainable Development of Georgia. It comprises of the following sub-components:
Objectives of the assignment
Subcomponent 1.4 of the Relief and Recovery for Micro, Small and Medium Enterprises (MSMEs) Project aims to support both the design and the provision of technical assistance to firms to adjust to the post Covid environment through the adoption of relevant managerial, digital, and other relevant practices and supporting the creation of a market for such services. The objective is to supplement the financial support under other subcomponents with technical assistance to address key capability gaps of firms in priority sectors, as identified through stakeholder engagement.
This subcomponent will also aim to gauge the feasibility of establishing and eventually scaling the most relevant managerial capability and digital transformation programs in the context of Georgia. It will also pilot activities aimed at creation of a local market for firm consultancy services.
In order to effectively provide support services mentioned above and ensure coverage and accessibility in all regions, EG will establish Growth Hubs in all regional centres.
Scope of works of the Consulting Services and Business Skills Development Manager:
The Manager is expected to lead Growth Hubs consulting services and business skills development directions to ensure the effective functioning of above mentioned. Including conducting, monitoring and evaluation of consulting services, coordinating fulfilment of Call-off Contracts organizing business skills development activities and develop offered services and formation of business advisory teams across the Hubs according to the concept. The manager is also expected to define KPIs together with EG management, ensure that targets are being achieved and client SME needs are being met.
The Consulting Services and Business Skills Development Manager shall report to the Head of Micro Entrepreneurship Development Department. Micro Entrepreneurship Development Department is a unit of EG managing Growth Hubs and coordinating their performance, as well as responsible for quality of rendered services and development of Growth Hubs. Consulting Services and Business Skills Development Manager together with Growth Hubs Manager will coordinate Growth Hubs services and performance and work closely with the Micro Entrepreneurship Development Department on further development and expansion of Growth Hubs functions.
Consulting Services and Business Skills Development Manager shall be responsible for coordinating and overseeing the performance of Growth Hub services, while Growth Hub Manager shall focus specifically on the operational side of the Growth Hubs (administrative matters and GH staff). In addition, to the above, the Consulting Services and Business Skills Development Manager shall supervise the Digital Transformation Experts.
The Consulting Services and Business Skills Development Manager shall perform the following tasks:

The Consulting Services and Business Skills Development Manager shall perform the above-mentioned tasks on an ongoing basis during the term of his/her assignment, to the satisfaction of the Client. The deliverables will include but are not limited to:

Duration
The Consultant will be hired under the full time/time based one-year employment contract with the possibility of extension.
Contract will be extended on annual basis subject to satisfactory performance and agreement of parties of the contract.
The estimated gross amount is GEL 7,300.00 per month, and will be subject to negotiations with the successful candidate.
Facilities and Services to be provided by the Client:
The Client shall provide office area and facilities, office equipment and communication necessary to carry out the services. The Client shall also provide all necessary information and documents for that purposes.
The attention of interested Consultants is drawn to paragraph 3.14 “Conflict of Interest” of the World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023”, setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The Consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm’s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
An individual consultant will be selected in accordance with the procedures set out in World Bank’s Guidelines: World Bank’s “Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018, revised November 2020 and revised September 2023”, “Selection of Individual Consultants”.
